DEAR COUNCILLOR JULY ‘13 HIGHLAND ROAD SAFETY GROUP

Dear Councillor, July ‘13

Highland Road Safety Group - Road Safety Seminar

Friday 22nd November 2013

Council Chamber, Highland Council HQ, Glenurquhart Road, Inverness, IV3 5NX

Road Safety is a complex issue encompassing a diverse range of challenges and solutions.  The cost of road accidents, both in financial terms and personal suffering, is significant. Each fatality in Scotland costs the community £1.9million; however the cost, in terms of personal tragedy, simply cannot be measured. The financial cost of a serious accident is estimated at £214k, while a slight accident is estimated at £21k.

Highland Council as Local Roads Authority has a statutory duty, under the Road Traffic Act 1991, to “prepare and carry out a programme of measures designed to promote Road Safety” and to assist in achieving the challenging national 2020 targets, as follows:

Target

2015 milestone

% reduction

2020 target

% reduction

Killed

30

40

Seriously injured

43

55

Children (aged <16) killed

35

50

Children (aged<16) seriously injured

50

65

Scotland will continue with the previous 10% reduction target in the slight casualty rate to 2020.

Highland Council cannot achieve this alone, and we work alongside a variety of organisations with the aim of achieving a lasting reduction in road casualties.

This event is aimed at Highland Council Local Members and will present you with a selection of the issues involved, and provide you with guidance to sources of more detailed information and good practice. This seminar aims to provide you with an understanding of the basics of road safety, to enable you to provide the best advice and information and assist with reducing road accidents in Highland. We have put together a comprehensive list of excellent speakers for you and I have enclosed a copy of the draft programme.

This ½ day event will be held in the Council Chamber, Highland Council HQ, Inverness, IV3 5NX on Friday 22nd November ‘13 and will begin with coffee and registration at 12:30 and conclude at approximately 16:45.  There is no charge for this seminar.

I urge you to take advantage of this opportunity, and I look forward to receiving your completed Nomination Form as soon as possible but no later than Friday 18th October ‘13

If you require any further information or clarification, please do not hesitate to contact me.  Joining instructions will be sent out prior to the Seminar.

Yours sincerely,

DEAR COUNCILLOR JULY ‘13 HIGHLAND ROAD SAFETY GROUP
