Origins of ILA Wales scheme:
The Individual Learning Accounts (ILA) Wales scheme is the successor programme to the UK Individual Learning Account scheme which was suspended in December 2001.
The original UK ILA scheme was suspended as a result of registered learning providers abusing the scheme.
Wales was the first of the 4 UK countries to introduce a successor scheme in the form of ILA Wales, which opened to the public in July 2003.
Main focus of ILA Wales:
ILA Wales aims to:
Help people move from welfare benefits into employment or further learning;
Assist in widening participation in learning;
Encourage take-up from those who face financial barriers to participation; and
Encourage people to take ownership/responsibility for their learning.
ILA Wales provides an incentive in the form of a discount on the cost of a wide range of learning.
How ILA Wales works, Eligibility Criteria:-
aged 18 or over;
British citizen, EU nationals or persons entitled to live in the United Kingdom, who are also resident in Wales;
Individual or partner in receipt of one or more of the specified income related benefits; or
Individual’s highest level of learning attainment is at England, Wales and Northern Ireland National Qualifications Framework (NQF) level 2 or below.
Priority group
Individuals who are in receipt of income related welfare benefits.
Level of support available?
Up to a maximum of £200 per annum to help contribute towards their course fees.
What type of learning is supported?
Up to & including NQF Level 3
Who will provide the learning?
Pool of registered learning providers
Evaluation of the ILA Wales Scheme:
ILA Wales is relatively a small scheme, and since its inception in 2003:
Approved Applications: 30,960
Approved Course Bookings: 20,324
% Conversion from approved application to learning - 66%
Evaluation of the Longer term benefits to see how ILA Wales has impacted on learners:
Over half of learners from Years 1 (2003-04) and 2 (2004-05) have experienced at least one change in their economic status since beginning their ILA Wales learning.
Nearly three quarters of learners from Years 1 and 2 say they now feel more confident about finding a new or better job.
53% said that they got a job due to the ILA Wales learning
58% said they had a promotion / pay rise due to the ILA Wales learning
88% said their ILA Wales learning has improved their knowledge/ skills generally
92% of learners were satisfied that their original ILA Wales funded course met their expectations.
95% of learners said their ILA Wales learning gave them a sense of achievement.
The ILA Wales programme has been very successful at getting people into learning. In particular ILA Wales is an excellent means by which hard to reach groups (for example, the unemployed, those with no or low level qualifications, and adults who have not recently undertaken learning) can be engaged – enabling those who would otherwise not have learnt, to undertake learning.
Possible changes to the ILA Wales scheme:
Focus more on particular priority groups or skills that are in short supply.
