Second Doctoral Degrees
Our current policy allows 2nd master’s degrees if the majors are substantially different, with the approval of the Graduate College. We allow second graduate degrees if degree types differ; eg., PhD, then MBA, MD, JD. We are silent on the issue of 2nd PhDs. Traditionally, we (and most U.S. universities) do not allow a 2nd PhD, arguing that the PhD is not an employment credential and gives one the skills to continue learning in related areas. A post-doc has been the avenue through which Ph.Ds may expand their expertise beyond their Ph.D. training. We encourage interdisciplinarity through GIDPs, dual degrees, minors, and certificates.
We are seeing more requests for 2nd Ph.Ds. The subcommittee addressed the following questions, with conclusions in italics.
We now have a number of ways to allow for interdisciplinarity, but
all are program-based. Should we consider having more flexibility
for individual students?
The committee felt opening the
door to student-initiated, individualized degrees would present
serious complication. In current stressed times, with few
resources, doesn’t seem warranted. We offer sufficient
flexibility now.
Do we want to allow 2nd Ph.D.s?
We suggest not
encouraging nor disallowing them. There should be few cases where a
second PhD is warranted.
If so,
If majors are substantially different?
Departments wanting
to admit a student for a 2nd PhD should
justify how the degrees differ.
For related majors?
Can be difficult to determine, but in
committee felt a 2nd degree in a related
major would rarely be a good idea.
For same major earned at foreign university?
Not usually a
good idea, but committee thought it should be an option, with
strong rationale.
If both are UA degrees? Concurrently?
Dual degrees are a
better option. Again, option should exist, but not encouraged.
Leave to programs to decide?
No, departments should make
the case to the Graduate College.
If 2nd doctorates are allowed, will any double-counting
of credits be allowed?
Very little. The minor for the 2nd
PhD could consist of courses from the first PhD. In other words, 9
credits could be double-counted.
Suggested addition for catalog, in the requirements for the doctorate section:
Persons holding a Ph.D. who wish to expand their training are encouraged to pursue post-doctoral training, a graduate certificate, or a professional degree (e.g, MD, JD, PharmD). In the rare case a graduate program wishes to admit a student for a 2nd Ph.D., the case must be justified by the department in a petition subject to approval by the graduate college. The department must explain why the 2nd Ph.D. would be qualitatively different from the first. This rule applies to cases where the first degree is from the University or from another domestic or international institution. Admission to a second Ph.D. will be allowed only with strong rationale from the program. If admitted for a second doctoral degree, students will be held to all the usual degree requirements and University regulations pertaining to fees, registrations, examinations, advancement to candidacy, residency, internships, etc. Not more than 9 credits from the prior degree may be applied toward the second degree. Applicants who already have a doctoral degree may not be given preference for admission or for financial support.
