and Hexabromobiphenyls (HBB) under the Stockholm Convention on
Persistent Organic Pollutants
Background
To assist Parties in updating their national implementation plans (NIPs) to address the new POPs, a set of guidance documents has been developed by the United Nations Industrial Development Organization (UNIDO) and the United Nations Institute for Training and Research (UNITAR), working in collaboration with the Secretariat of the Stockholm Convention (SSC). This includes a comprehensive POP-BDEs inventory guidance document to help countries develop, review, and update their NIPs with respect to the addition of commercial mixtures of pentaBDE and octaBDE to Annex A of the Convention. This document closely follows the recommendations listed in POPRC-6/2.
Scope of guidance
The guidance aims to provide Parties with directions on how to obtain information on the production (applied from industrialized countries) and use of POP-BDEs, and to identify sectors that still use articles containing POP-BDEs and estimate the amount in the waste management stream. The specific objectives are to: (i) obtain, review, and summarize information on the sources, distribution, use, import, and export of POP-BDEs, and on processes using POP-BDEs; (ii) gather information on material flows containing (or thought to contain) POP-BDEs, their current use, recycling, storage, wastes, and disposal; (iii) assist with identifying gaps between the current and future legal and institutional framework for the control of the production, use, import, export, and disposal of POP-BDEs and materials containing POP-BDEs, and to identify potential POP-BDE-contaminated sites; (iv) provide guidance to estimate missing information required to complete the inventory; and (v) provide essential information for the scope setting and prioritization for the POPs management and development of the action plans.
Main target audience
The focal point responsible for coordinating the process of updating the NIP, staff responsible for planning the inventory, and technical staff responsible for conducting the inventory of POP-BDEs.
Content
Section 1 - Introduction to the guidance document outlines the purpose of the guidance, its key features, how it is structured, and how to use it, along with the objectives for undertaking an inventory.
Section 2 - Background information on c-PentaBDE, c-OctaBDE, and HBB provides in-depth information on the types of articles that might contain POP-BDEs, the total amount of POP-BDEs in articles, and (where available) concentrations of POP-BDEs in such articles. This section also lists the industries that produced and used POP-BDEs, and then describes the supply chain (suppliers, importers, manufacturers, and downstream players). POP-BDEs in the end-of-life and recycling flow are also discussed.
Section 3 - How to conduct a POP-BDE inventory outlines the five main steps involved in conducting a general inventory.
Section 4 - POP-BDE inventory: Electronics in use and electronic waste in recycling and storages provides information on electronics and electronic equipment; imports of new and secondhand electronics; electronics in use, stored or in the waste stream; and POP-BDE content in the polymer fraction. An estimation of POP-BDE content in the polymer fraction is also illustrated.
Section 5 - POP-BDE inventory: Transport sector and end-of-life vehicles (ELV) outlines the use of POP-BDEs in transport and end-of-life management, the step-by-step inventory approach for this sector, and other relevant information.
Section 6 - POP-BDE inventory: Other uses provides information on other areas of relevance such as furniture and mattresses, and other minor uses such as textiles, materials used in construction, rubber, and drilling operations in the mining and exploration sector.
Section 7 - POP-BDE Inventory: Contaminated Sites helps identify potential POP-BDE contaminated sites and their locations.
