PARKS AND STREET CLEANSING UPDATE


1. SUMMARY


1.1 This briefing paper gives Overview & Scrutiny Committee (Environmental Services) an update on the Council’s Parks and Street Cleansing services.


1.2 This format for giving members regular briefing papers to update on certain areas of interest has been agreed in consultation with a former Overview & Scrutiny Committee (Communities) Chairman and the former Corporate Director – Housing & Environment.


2. BACKGROUND


2.1 In consulting on the Overview & Scrutiny Committee (Communities) work programme in November 2013, the former Overview & Scrutiny Committee (Communities) Chairman and Corporate Director – Housing & Environment agreed to place updates for members into an easy-to-understand format of briefing papers.


2.2 The areas in this paper are bullet-points for Parks and Street Cleansing services.


3. Parks – Quarter 1


3.1 The Parks Team are proud to continue to fly 7 Green Flags in the District for 2019/20. These award winning parks are: Carr Bank, The Carrs, King George V, Peafield, Quarry Lane LNR, Titchfield, Yeoman Hill.


3.2 For the first time this year, the Pleasley Community Orchard are also the proud Owners of a Community Green Pennant Award. They were scored in the highest band of 80+ with excellent and supportive comments from the Judge.


3.3 With the school holidays well underway, a series of Summer Festival events are in full swing across the District at King George V (31st July), Carr Lane (14th August) and Titchfield (28th August).


3.4 Fun days, Play forums, Xplorer events, litter picks and other community events are also taking place in partnership with Friends Groups and volunteers.


3.5 Berry Hill Park is due once again to come under MDC management in September. There is a lot of work to do to restore this fabulous park back to its former glory and to bring it up to MDC green space standards. Grounds maintenance has already begun with grass cutting and litter bin emptying schedules in place and plans to undertake priority tree works. Ideas for enhancing and developing opportunities for the park have been discussed including aspirations for woodland walks, athletic events, an outdoor cinema, theatre productions and a dancing school. Exciting and challenging times await!


3.6 The first weed-spray of the District is now complete. Weed-spraying is very dependent on weather conditions, requiring the chemical to come into contact with dry vegetation on order for it to reach the root.  It takes 2-3 weeks for the weeds to turn brown and die back after which, Street Cleansing teams will remove the debris as part of their rounds. The second round of spraying is due to commence before the end of August.


  1. Street Cleansing – Quarter 1


4.1 In May and June, Street Cleansing teams joined forces with Waste & Recycling crews to deliver Mansfield’s first Tidy Together Campaign. This initiative offered free extra household waste and discounted electrical and bulky waste collections to residents.


4.2 The Cleaner Nottinghamshire Group is made up of all Nottinghamshire Local Authorities, Highways England, Nottinghamshire Police and Crime Commissioner and the Environment Agency. In July, councils and partners joined forces to tackle environmental crime, particularly fly-tipping. Representatives from across the county are sharing resources and intelligence to investigate fly-tipping offences across borders. A social media campaign and press release was launched by MDC simultaneously with other local authorities.

4.3 This quarter operatives attended to 301 incidents of fly-tipping in the District, estimated costs of £13,817 + staff costs & fuel (compared to 371 incidents in Qtr 1 last year).


The table below shows the breakdown and comparison over the last 2-3 years.  Overall we have noticed a decline in the amount of fly-tipping this year but it still costs us in the region of £70,000 per year.

4.3 In July, a core team from Street Cleansing worked intensively for three weeks with colleagues from Business Transformation to begin the Service Re-design. Deployment, work scheduling and requests for service processes were mapped and analysed to see how they could be digitalised and linked into the new Jadu platform to make the service more efficient. Ultimately, this will improve the customer experience and add business value to the service.
