A. Organization Structure of Owners

The owners are based in Singapore. Important persons are:

B. Owner’s Requirements- Reporting/ Circulars

Noon Report: Please send the noon report to the owners with following information every day.


  • Reporting time

  • Vessel’s position

  • Destination and ETA

  • Other necessary information, if any

Departure Reports: Please send the following information to the owners upon sailing out each port.


  • The name of port.

  • Arrival time, time POB, departing time

  • Commence, complete time of any major operation

  • Loaded/Discharged Quantities of Cargo/Bunker

  • Destination

  • Other necessary information, if any

Reporting to owners: All messages to charterers are to be copied to the owners and AEMS without fail. Any message received from charterers without owners in copy are to be promptly forwarded to the owners with AEMS in copy.


All messages to the owners are to be marked to [email protected] only, and not to any other address.

Voyage averages: Vessel is required to send updated voyage averages to the office every month/ end of voyage.

Charter Party: Master should read and understand the c/p and ensure compliance. If in doubt ask the office.


The trading area to be monitored and any IWL breach to be notified to owners 2 days in advance and then at the point of entry & exit, to [email protected].

Cargo matters: All correspondence regarding cargo matters with charterers, agents etc. shall be copied to AEMS and owners. If shipper/receiver ask for any sudden changes to an approved plan, immediate notification to be done to charterers, AEMS and owners. Must seek charterers’ approval as necessary for the changes.

Incident/ damage: Any incidents/ damages on board are to be promptly reported to AEMS in the owner’s format with a complete corrective and preventive action. A database for such troubles/ incidents should be maintained on board.

Stevedore damages: Any damages by stevedores at the port shall be immediately notified to the charterers, terminal and us. The notification must be done within 24 hours or as given in the voyage instructions. The report should be issued in the company format with photos as possible.

Pre-arrival meeting: This meeting must be held with all ship’s staffs before entering into Discharge port. The following items must be included in the pre-arrival meeting.

  • Reminding of the standing instruction in the past

  • Explanation of port information

Upon completion, the confirming letter as per specified format must be prepared with all ship’s staff’s signature, and submitted to Owner. Please refer owner’s instruction for details.

Pre-arrival checks: Checks to be carried out on the operation of M/E Aux Blower No. 1 & 2 and M/E Aux. Blower electrical circuit & contactors during arrival/departure port.

Once all checks are carried out, same is to be updated on the pre arrival and departure checklist

Owner’s instructions regarding “Black smoke release from funnel”: Please read owner’s instructions regarding “Black smoke release from funnel”. (Special for Japanese ports) (Engineer officers). The instructions state:


    1. When the second G/E has to be stopped, it is ensured that G/E must be operated in accordance with each INSTRUCTION and CHECK LIST properly. The second G/E has to be run by Marine Diesel Oil (MDO) more than 30 minutes before the second G/E stops. In addition, before the second G/E is stopped, it has to be confirmed that the fuel oil line is filled up with MDO in the means of opening the drain line valve on the outlet side.

    2. The procedures for G/E stop have to be posted up near the Heavy Fuel Oil (HFO) inlet valve. The changeover from HFO to MDO has to be carried out by the Duty engineer. And Chief engineer has to be confirmed the completion of changeover to MDO before the second G/E is stopped.

    3. The above point (a) is applied not only for G/E but also all machineries and equipments, and every crew must always accomplish each assignment carefully.

    4. During the vessel is on berth, the Duty engineers shall inform the Duty officer in CCR before the second G/E is stopped /started.

    5. During starting or stopping G/E, the smoke from the funnel shall be kept on monitor by the engine room watch keeper. In case any abnormalities will be found out, the G/E has to be stooped immediately. During starting or stopping any heavy machinery in engine room or deck, monitor the smoke from the funnel and keep the engine room watch keeper advised.

    6. The soot blow for Main Engine has to be carried out properly before entering into port.

    7. The Forced Draft Fan area for Auxiliary boiler has to be restricted to pass by a barrier rope/tape with a caution placard in order to prevent a blockage of the proper air suction by any obstructions such as plastic bag, waste rag & etc.

    8. During Pre-Arrival meeting, all crew must be reminded of the above instruction.

Tank and hold maintenance: Ballast tanks and cargo hold maintenance record must be maintained on board as per owner’s format. Derusting and painting of corroded sections of ballast tanks must be carried out by crew on a continuous basis.

Fuel additives: Vessels on which dosing of fuel additives is being used are required to report consumption/ ROB every month.

Mixing of Bunkers: In case if bunkers planned for the vessel involves mixing on board, same to be promptly reported to AEMS who will then discuss with the owners prior committing to the charterers.

Asphaltene test: This test must be carried by Vishwa Lab as applicable. Fuel oil additives (AMERGY 222) must be added to the bunker fuel as per maker’s instructions.

Health:

  • All joiners must undergo PEME by the P&I approved clinic.

  • All crew must carry the prescribed drugs if any for their entire period of service on board.

  • Monthly instant health check shall be performed on board, such as crew’s weight, blood pressure and BMI. If issues prompt up, entire crew member would discuss on the results during monthly Safety and Health Meeting held on board. Monthly health checks report to be forwarded to AEMS.

  • Please send the owner’s monthly health check report in the specified format to AEMS. This report contains items pertaining to Blood Pressure, Height, Weight and BMI for all ship’s crew.

  • AED (Automated External Defibrillator) shall be provided on board, in the case of a sudden cardiac arrest on board. (One set)

  • Some low calorie & Low cholesterol recipe cook book shall be provided on board as a reference.

E. Ship Specific Issues

Cape Century, Cape Sentosa, Cape Azalea and Azul Libero: FPT valve in the tank is to be kept OPEN at all times to avoid malfunctioning of the valve actuator. This instruction is derived from a serious incident whereby the valve actuator failed and the vessel was held up in port. Hence repeat, FPT valve (which is fitted in the FP TK) MUST be left open at all times. The 2nd valve shall be used for ballasting and de-ballasting purpose.

Azul Libero: The final loading and discharging plan for the voyage should be sent to the owners’ prior cargo operations.

Port calls to USA- Please be familiar /ensure compliance with:


  • BW management/exchange and reporting regulations

  • Electronic Notice of Arrival/Departure (E-NOA/D) procedures,

  • NPDES

  • Oil Pollution Response Q.I. notification drills, (and be prepared for unannounced SOPEP drills).

  • US Customs Sea Carrier Initiative Program,

  • Pre-arrival equipment test requirements

Ensure APIS ICB (Crew/Passengers) is held.

Ensure valid USCG COFR (and bridge letter for those vessels with Operator named in the COFR different from the Registered Owners) is held.

All crew passports are required to be in Master's safe custody at all times.

Port calls to Canada- Please be familiar with BW management/exchange and reporting regulations and ensure that Valid OSRO contract is held (if not, contact AE OPS- Singapore immediately) and declaration of oil spill contractor duly completed.

  • That this is very high risk area for sea borne drug smuggling and be on alert accordingly.

  • The high incidence of stowaways, piracy, robberies and pilferage and take all necessary precautions.

  • Brazil NORMAN 20 BW management plan, exchange and reporting regulations.

Port calls to Argentina-


  • Kindly be reminded to ensure compliance with BW exchange and BW chlorination regulations for Cholera prevention,

  • Please note that this is very high risk area for Sea Borne Drug Smuggling and be on alert accordingly.

  • Kindly beware in case of transiting River Plate that in certain sections the banks shift continually and buoys may drift out of position or the buoyage may not yet have been re-aligned to the navigable channel, for which the most up-to-date information must be obtained from the local Agent or the Pilot authority in good time before the transit and extra care is to be taken when navigating in suspect areas.

  • Kindly be warned that exorbitant fines are imposed on ships for any misdeclaration of bunkers, lubes, paints, spares, equipment stores, cargo or crew's personal effects. The Customs or other authorities will look for the slightest excuse, even minor, innocent, discrepancies or mistakes, to levy huge fines (USD20-30,000 upwards) and/or extort underhanded payments. Please, therefore, ensure that all port papers and customs declarations are prepared carefully and accurately, all items and quantities are diligently accounted for and declared according to local regulations and requirements, to be ascertained by you from port agent early to allow you sufficient time to ensure proper compliance.

Port calls to Japan- Kindly be reminded to ensure compliance with the reporting procedure for the compulsory insurance requirement for non-tanker ships.
