Educational Display Facility
Transport Letter of Authorization

Title 31, Part 2, Ch. 69, Subch. J, Rule §69.304(d) of the Texas Administrative Code states:
“any person transporting native wildlife into Texas for educational display purposes must meet the qualifications for an Educational Display Permit and must possess a department-issued letter of authorization listing the specific wildlife species that the person is authorized to possess, and the time period for which such possession is authorized. No letter of authorization shall authorize the possession of protected wildlife for longer than 90 days in the state, and a separate letter of authorization is required for each instance that any protected wildlife is transported into the state.”
Therefore, out-of-state facilities do not require TPWD Educational Display Permits. For educational display programs in Texas by out-of-state facilities, there are two situations which may apply to your operation in which you are transporting native wildlife species into the state:
For periods of stay of less than 90 days in the state, please apply for an Out-of-State Educational Display Facility Transport Letter of Authorization. *
For periods of stay of more than 90 days in the state, please complete and submit the Receipt for Donation of Fish or Wildlife Specimens form for temporary donation of wildlife to the in-state permitted facility where they will be housed. The in-state permitted facility must request a permit amendment to add the names of your personnel, who will be conducting the educational display activities, as sub-permittees on their TPWD permit.

*To qualify for an Out-of-State Educational Display Facility Transport Letter of Authorization, the following stipulations apply:
You must be:
a non-profit organization [certified as a 501(c)(3) organization by the IRS],
a governmental institution [city, county, state, federal], or
an educational institution [primary, secondary or post-secondary].
An educational program outline is required, describing the management, conservation, or biological content of your proposed program or presentation to be held in the state of Texas.
If you propose to transport threatened or endangered species into Texas, please submit the permanent identification number of each live mammal or turtle [Rule §65.174, regarding marking of T&E species with a unique four-digit alphanumeric identifier by means of a permanent tag, tattoo, band, or passive inductive transponder (PIT) tag].
