During the June 17th meeting of the Funding Advisory Committee, the issue of Parity Funding was discussed. Strong interest was expressed by many in attendance for the higher education community to address this issue in some manner. Rather than reviewing the history of this issue in this paper, a separate document is attached with that historical recap. The primary purpose of this paper is to provide a series of relevant questions to consider in the discussion of this issue. The following questions are presented for your review and consideration, and will be the basis for our conversations on the 10th. Broad questions are presented, followed by related, more detailed questions.


1. Are we ready to address Parity?

  1. Do we really have a problem

  2. Develop a plan now, or wait until funds are available



2. What is Parity?

  1. How is Parity defined - MRR, prior years funding, 1990 relative shares

  2. Should Parity consider “Performance”

  3. Within sectors, or across sectors

  4. Should all sources of revenue be considered

  5. Can Parity change over time



3. How do we get there?

  1. Redistribute existing dollars

  2. Wait for new dollars

  3. Special Appropriations request

  4. Use all new dollars or some portion

  5. Apply all funds to “lowest funded”



4. How quickly can Parity be achieved?

    1. Immediately

    2. 3 – 5 year phase in

    3. As funds are available
