Constitution and Bylaws

Preamble


We, the representatives of historically established culturally based fraternities and sororities, similar in structure and background, recognizing the need for coordination and cooperation in activities of intercollegiate Greek letter organizations, and recognizing that there are certain areas of action and programming that can best be realized by formal organization, do hereby establish such an organization and bind ourselves to abide by the provisions of the following Constitution and Bylaws.


ARTICLE I – NAME


The name of this organization shall be the NATIONAL ASIAN PACIFIC ISLANDER AMERICAN PANHELLENIC ASSOCIATION, hereinafter referred to as “NAPA”



ARTICLE II – PURPOSE


The National Asian Pacific Islander American Panhellenic Association serves to advocate the needs of its member organizations through the enrichment of the fraternal experience. The NAPA promotes and fosters positive interfraternal relations, communications, and the development of all Asian Pacific Islander American Greek Lettered organizations through mutual respect, leadership, integrity, professionalism, academic achievement, cultural awareness and community involvement.

ARTICLE IV – MEMBERSHIP


Section 1. Affiliate Membership: Affiliate membership in NAPA shall include alpha Kappa Delta Phi Sorority, Alpha Phi Gamma Sorority, Delta Phi Lambda Sorority, Kappa Phi Lambda Sorority, Pi Alpha Phi Fraternity, Pi Delta Psi Fraternity, Sigma Beta Rho Fraternity, Sigma Phi Omega Sorority, Sigma Psi Zeta Sorority, and any other affiliate member organization of NAPA may be granted affiliate membership upon satisfaction of the following requirements.


Requirements for Membership

  1. Must have been founded by December 1999

  2. Must have at least five chapters

  3. Must be present in at least two states

  4. Must have a National Board which governs the organization

  5. Must be recognized as a Greek-lettered organization

  6. Must be voted in by at least 3/4 affiliate member organizations


Section 2. Associate Membership: Election to Associate Membership shall be by 3/4 vote of the Council of Presidents. Associate Membership do not receive representation in Council of Presidents and are not eligible for executive board or regional directors positions.


Requirements for Membership

  1. Must be recognized as a Greek-lettered organization

  2. Must be voted in by at least 3/4 affiliate organization



ARTICLE V- COUNCIL OF PRESIDENTS


Section 1. Authority: The Council of Presidents is responsible for determining the agenda and policy for NAPA.


Section 2. Membership: The Council of Presidents is composed of the National Presidents of Affiliate Member Organizations. All members of the Council of Presidents must attend all Council of Presidents meetings (Dates to be determined by what is convenient for the affiliate member organizations) In the event of an unexcused absence from these meetings, the affiliate member organization will forfeit their voting privileges for one year from the date of the missed meeting.


Section 3. Excused Absences: Affiliate Member Organizations may be granted an excused absence from the Executive Board. In the event that an excused absence is granted by the Executive Board, the affiliate member organization must have their National Vice President attend in their place of the National President.



ARTICLE VI- NATIONAL EXECUTIVE BOARD


Section 1. Composition: The National Executive Board shall be composed of 7 chairpersons: National Executive Chair, National Executive Vice Chair, National Vice Chair of Programming, National Vice Chair of Finance, National Vice Chair of Marketing, National Vice Chair of Undergraduate Affairs and National Vice Chair of Operations

Section 2. Authority: The National Executive Board is responsible for carrying out the agenda and enforcing the policy of Council of Presidents. The National Executive Board has the authority to create any committees as needed.

Section 3. Responsibilities


  1. Responsibilities of National Executive Chair

    1. Shall be responsible for all duties of the Executive Board

    2. Shall be responsible for conducting all NAPA meetings

    3. Shall set the agenda for each executive meeting

    4. Shall act as the official representative of the organization

  2. Responsibilities of National Executive Vice Chair

    1. Shall assist the National Executive Chair in the operations of the organization. In the event that the National Executive Chair is unable to execute the responsibilities of the office, the National Executive Vice Chair will act in his/her absence until the National Executive Chair returns to office or a new election is held.

    2. Shall be responsible for coordinating and executing the National Convention during (date)

    3. Shall be responsible for all committees created.

  3. Responsibilities of National Vice Chair of Programming

    1. Shall organize all social, cultural service events

    2. Shall coordinate involvement of affiliate and associate member organizations in NAPA projects.

  4. Responsibilities of National Vice Chair of Finance

    1. Shall maintain all financial records according to generally accepted accounting principles

    2. Shall collect dues, if any, from all affiliate and associate member organizations.

    3. Shall present a national budget for the year and carry out all financial transactions

  5. Responsibilities of National Vice Chair of Marketing

    1. Shall be the liaison for all external organizations

    2. Shall maintain corporate sponsorships

    3. Shall promote all NAPA programs and the organization in general.

  6. Responsibilities of National Vice Chair of Undergraduate Affairs Chair

    1. Shall supervise and keep communications with all regional governors.

    2. Shall be ultimately responsible for monitoring all undergraduate chapters

    3. Shall maintain/gain NAPA recognition at universities

  7. Responsibilities of National Vice Chair of Operations

    1. Shall execute responsibilities of the National Executive Board as efficiently and effectively as possible.

    2. Shall take minutes at every Executive Board meeting and send minutes through the NAPA listserve as promptly as possible.

    3. Shall maintain paperwork and keep a calendar of events that will be available to general NAPA membership.

    4. Shall be ultimately responsible for maintenance of national NAPA website.


Section 4. Eligibility: Officers of the Executive National Board shall be any alumni from the affiliate organizations. Individuals that are already serving on the Council of Presidents are not eligible for the positions of the National Executive Chair and National Executive Vice Chair.
