STRATEGIC PLANNING OF THE ORGANIZATION


(Adopted by the Permanent Council at its regular meeting held on March 13, 2019)



THE PERMANENT COUNCIL OF THE ORGANIZATION OF AMERICAN STATES,


HAVING SEEN:


Resolution AG/RES. 2814 (XLIV-O/14), which adopts the Vision Statement in connection with the Strategic Vision of the Organization of American States;


Resolution AG/RES. 1 (XLVII-E/14), which adopts the Guidelines and Objectives of the Strategic Vision;


Resolution AG/RES. 2890 (XLVI-O/16), which addresses the Four-year Strategic Plan of the Organization, as well as decision CP/doc.5108/15 and resolution CP/RES. 1061 (2063/16) on mandate prioritization; and


Resolution AG/RES. 1 (LI-E/16), which adopts the Comprehensive Strategic Plan of the Organization; and


CONSIDERING:


That the Permanent Council, in document CP/CAAP-3442/16 rev. 2, adopted additional strategic lines and objectives under the Comprehensive Strategic Plan for the institutional strengthening and administrative management areas;


That the General Secretariat, in accordance with resolution AG/RES. 1 (LI-E/16), complemented the Comprehensive Strategic Plan with the following elements: goals, activities, indicators, deadlines for completion, and assigned responsibilities; and has made the necessary changes to its plans and programs, as well as its planning, operating, and evaluation strategies, to bring them into line with said Plan;

That the committees of the Permanent Council and of the Inter-American Council for Integral Development (CIDI) completed their analysis work and reached consensus on the complementary information for the Comprehensive Strategic Plan, and that the results of their discussions have been compiled in document CP/doc.5469/19 Compilation of the OAS 2019 Comprehensive Strategic Plan; and


That the General Secretariat, based on those elements, prepared the program-budget of the Organization for 2019 contained in resolution AG/RES. 1 (LIII-E/18) and will use them to prepare the forthcoming program-budgets,


RESOLVES:

    o approve the incorporation of the complementary information in the Comprehensive Strategic Plan of the Organization, which includes the following elements: goals, activities, indicators, deadlines for completion, and assigned responsibilities per strategic line and objective, for each of the pillars of the Organization, as well as for the institutional strengthening and administrative management areas.


  1. To instruct the General Secretariat to present to the Permanent Council and to CIDI a performance report as of September 30, 2019, that includes:


  1. information on any changes in its activities and programs to bring them into line with the Comprehensive Strategic Plan;

  2. Information on the operation of the mechanisms for monitoring, updating, and evaluation; and

  3. Progress, lessons learned, and recommendations based on the design process of the Comprehensive Strategic Plan of the Organization.


  1. To request the General Secretariat to update the Comprehensive Strategic Plan to include the mandates approved by the General Assembly, pursuant to the provisions of resolution AG/RES. 1 (LI-E/16).


  1. To request that the General Secretariat align its activities, programs, and annual operating plans according to the strategic lines and objectives of the Comprehensive Strategic Plan.


5. To instruct the General Secretariat to present to the Permanent Council and to CIDI, prior to September 30, 2020, a detailed report on the functioning of and compliance with the Comprehensive Strategic Plan for 2019-2020, and on the results-based management of the Organization, in keeping with the provisions of paragraph 6 of resolution AG/RES. 1 (LI-E/16).


6. The detailed report on the Comprehensive Strategic Plan for 2019-2020 shall serve as the basis for designing the Comprehensive Strategic Plan of the Organization for 2021-2024 that shall be submitted to the member states for consideration and subsequent referral to the General Assembly.
