Council Members Present: None


Council Members Present via Teleconference: Dr. Scot French, Dr. Antoinette Jackson, Mr. Mark Tarmey

I. Call to Order and Roll Call


The meeting was called to order by Mr. Michael Hart at 2:19 p.m.


II. Introduction of Council, Staff & Guests


Council members, staff and guests were introduced.


Mr. Hart introduced the State Historic Preservation Officer, Dr. Tim Parsons, and asked him for any remarks. Dr. Parsons welcomed Dr. Jackson and Mr. Tarmey to the marker council.


III. Adoption of Agenda


Mr. Hart stated that the council would need to select a chair to serve for the two-year term. Mr. Hart asked if there were any volunteer or motions to nominate a chair for the marker council.

Mr. Tarmey nominated Dr. French as chair of the marker council. Dr. Jackson seconded the nomination. Dr. French accepted.


Dr. French expressed his gratitude and hope that he would be able to successfully follow in the footsteps of his predecessor, Dr. Barbara Mattick. Mr. Hart laid out additional guidelines for how the text reviews would proceed, and asked if there was a motion to adopt the agenda.


Mr. Tarmey made a motion to adopt the agenda. Dr. Jackson seconded. The motion was unanimously adopted.


IV. Approval of Minutes from July 24, 2020, meeting.


Dr. Jackson made a motion to approve the minutes from July 24, 2020 as corrected. Mr. Tarmey seconded. The motion was unanimously approved.


V. Staff Announcements


Mr. Hart thanked all of the members of the council for their service.


VI. Review of Marker Applications


A. Bellamy Road/Spring Hill Methodist Church, Alachua, Alachua County

Ms. Kathleen Pagan in attendance via webinar to represent the marker application. Council members, staff and the marker’s representatives discussed modifications to the marker text.


Mr. Tarmey made a motion to approve the marker application as a Florida Heritage Site with modifications to the marker text as suggested by the Council. Dr. Jackson seconded. The motion was unanimously adopted.


B. Simmons Grove Bethelite Baptist Church, Hawthorne, Alachua County

Ms. Kathleen Pagan and Rev. Richard Harrison were in attendance via webinar to represent the marker application. Council members, staff and the marker’s representatives discussed modifications to the marker text.


Mr. Tarmey made a motion to approve the marker application as a Florida Heritage Site with modifications to the marker text as suggested by the Council. Dr. Jackson seconded. The motion was unanimously adopted.


C. William Henry Traxler, Alachua, Alachua County

Ms. Kathleen Pagan in attendance via webinar to represent the marker application. Council members, staff and the marker’s representatives discussed modifications to the marker text.

Dr. Jackson made a motion to approve the marker application as a Florida Heritage Site with modifications to the marker text as suggested by the Council, and the condition that Mr. Hart would do additional research to confirm if Simeon Dell was a slaveholder. Mr. Tarmey seconded. The motion was unanimously adopted.


D. Gifford School/ Hosie Shumann Park, Vero Beach, Indian River County

Ms. Jonnie Perry and Ms. Julianne Perry were in attendance via webinar to represent the marker application. Council members, staff and the marker’s representative discussed modifications to the marker text.


Mr. Tarmey made a motion to approve the marker application as a Florida Heritage Site with modifications to the marker text as suggested by the Council. Dr. Jackson seconded. The motion was unanimously adopted.


E. Cocoanut Grove Park, Miami, Miami-Dade County

Ms. Iris Kolaya was in attendance via webinar to represent the marker application. Council members, staff and the marker’s representative discussed modifications to the marker text.


Dr. Jackson made a motion to approve the marker application as a Florida Heritage Site with modifications to the marker text as suggested by the Council. Mr. Tarmey seconded. The motion was unanimously adopted.


F. Miami River Historic Working Riverfront, Miami, Miami-Dade County

Mr. Max Imberman, Mr. Rudy Westerman, and Ms. Amy Streelman were in attendance via webinar to represent the marker application. Council members, staff and the marker’s representative discussed modifications to the marker text.


Mr. Tarmey made a motion to approve the marker application as a Florida Heritage Site with modifications to the marker text as suggested by the Council. Dr. Jackson seconded. The motion was unanimously adopted.


G. RMK Merrill-Stevens Shipyard, Miami, Miami-Dade County

Dr. Paul George was in attendance via webinar to represent the marker application. Council members, staff and the marker’s representative discussed modifications to the marker text.


Mr. Tarmey made a motion to approve the marker application as a Florida Heritage Site with modifications to the marker text as suggested by the Council. Dr. Jackson seconded. The motion was unanimously adopted.


H. South River Drive Historic District, Miami, Miami-Dade County

Mr. Max Imberman, Mr. Rudy Westerman, and Ms. Amy Streelman were in attendance via webinar to represent the marker application. Council members, staff and the marker’s representative discussed modifications to the marker text. Dr. Jackson & Mr. Tarmey expressed some concerns about whether the marker text accurately reflected the racial history of the district, and the asked the applicant do some additional research to clarify it.


Dr. Jackson called for a motion to approve the marker on a preliminary basis, pending revisions by the staff and the applicant. Mr. Tarmey seconded. The motion was unanimously adopted.


I. Historic Duck Bridges, Duck Key, Monroe County

Ms. Ginny Jones was in attendance via webinar to represent the marker application. Council members, staff and the marker’s representative discussed modifications to the marker text.


Mr. Tarmey made a motion to approve the marker application as a Florida Heritage Site with modifications to the marker text as suggested by the Council. Dr. Jackson seconded. The motion was unanimously adopted.


J. Wild Cow Prairie Cemetery, Bushnell, Sumter County

Ms. Della Daughtry was in attendance via webinar to represent the marker application. Council members, staff and the marker’s representative discussed modifications to the marker text.


Mr. Tarmey made a motion to approve the marker application as a Florida Heritage Site with modifications to the marker text as suggested by the Council. Dr. Jackson seconded. The motion was unanimously adopted.


K. Vernon Old School, Vernon, Washington County

Ms. Lynda Waller was in attendance via webinar to represent the marker application. Council members, staff and the marker’s representative discussed modifications to the marker text.


Mr. Tarmey made a motion to approve the marker application as a Florida Heritage Site with modifications to the marker text as suggested by the Council. Dr. Jackson seconded. The motion was unanimously adopted.



VII. Other Business

Mr. Hart stated that the next Florida Historical Marker Council meeting would be on Thursday, December 17, 2020, at 2:00 p.m.

VIII. Public Comment


There was no public comment.


IX. Motion to Adjourn


Mr. Tarmey made a motion to adjourn the meeting. Dr. Jackson seconded. The motion was unanimously adopted. The meeting was adjourned at 4:35 p.m. Staff thanked members of the Council for their service on the Historical Marker Council.
