Latvia: providing safe school transport in rural areas

In the context of its contribution to enlargement of the European Union, Switzerland is to support a project aimed at the improvement of school transport in impoverished rural areas of Latvia. The project will benefit a total of around 9,000 children of school age by ensuring safe transport to their schools. Switzerland and Latvia signed the project agreement together with this one for the implementation of the accounting and auditing standards on 11 August 2009.

Today many children in remote areas of Latvia face a long and at times dangerous journey to school, due to traffic accidents and cases of children being abducted. An efficient school transport system is therefore a necessity, but one which the local authorities are often unable to provide due to lack of funds. It is for this reason that Latvia has launched the present project to improve school transport in impoverished rural areas, in collaboration with Switzerland.

The project calls for the procurement in three stages of around 110 school buses of various sizes for use in about 60 selected communities. These communities were chosen on the basis of a mobility study, and a survey of their requirements. The Swiss contribution to the project amounts to CHF 16 million, while the Latvian government and the local authorities concerned will together spend CHF 4.9 million. The project agreement was signed on 11 August 2009 by the Ambassador in Riga Gabriela Nützi Sulpizio on behalf of Switzerland, and by the Deputy State Secretary of the Ministry of Finance Andžs Ūbelis on behalf of Latvia.

The project will provide a safe means of transport to rural schools and thus facilitate access to education for around 9,000 children. Local authorities in remote impoverished areas will benefit from the scheme, which will help to preserve Latvia’s decentralised communities. The local authorities in question will be contractually bound to meet the running costs for the buses, their maintenance, and the amortisation.

Supporting the implementation of the accounting and auditing standards

Also, on the same day, the project supporting the implementation of the accounting and auditing standards for businesses was signed. The project, for which 2 million Swiss Francs were allocated, contributes towards meeting the European Union requirements with regards to transparent corporate sector accounting and auditing in Latvia. Meeting such requirements, particularly in difficult economic times, is a decisive factor for the positive development of the private sector. This project is part of an international programme, which the World Bank will also implement in Estonia, Poland and Slovenia, in order to fully meet the EU requirements.
