Introduction and Overview


The oil and gas industry operates in some of the most challenging places in the world, and can face complex human rights related issues.


The subject of human rights has risen rapidly on the oil and gas industry agenda. Recognizing the importance of this issue, IPIECA members developed this Training Toolkit to raise awareness of human rights issues in the oil and gas industry. The Toolkit is targeted at country managers, asset managers, business managers, and other personnel that would benefit from learning about human rights issues and the way in which human rights issues have potential implications for oil and gas operations.


The Training Toolkit provides managers with a template that can be used and adapted to conform to a company’s policy or position on human rights and applicable domestic laws and regulations. This Toolkit is not intended to be an in-depth instruction on how to conduct human rights training.


The Toolkit consists of four sections:


  1. A presentation with the key messages for use in a training session

  2. A workbook to be used in conjunction with the presentation

  3. A trainer’s manual

  4. A resource guide


Company representatives should review the trainer’s manual prior to using the Training Toolkit.


The trainer’s manual provides information on how to finalize the materials for a company’s specific purposes. For example:

The International Petroleum Industry Environmental Conservation Association (IPIECA) was founded in 1974 following the establishment of the United Nations Environment Programme (UNEP). IPIECA provides one of the industry’s principal channels of communication with the United Nations.


IPIECA is the single global association representing both the upstream and downstream oil and gas industry on key global environmental and social issues. IPIECA’s programme takes full account of international developments in these issues, serving as a forum for discussion and cooperation involving industry and international organisations.


IPIECA’s aims are to develop and promote scientifically-sound, cost-effective, practical, socially and economically acceptable solutions to global environmental and social issues pertaining to the oil and gas industry. IPIECA is not a lobbying organisation, but provides a forum for encouraging continuous improvement of industry performance.
