SENIORS HEALTH ROUNDTABLE

BACKGROUND

The ACT Government is committed to assisting our seniors to stay healthy for longer and to enhance their contribution to our community as well as providing solutions, new processes and innovation for our seniors.


The Active Ageing Framework 2015-2018 (the Framework) and associated Action Plans articulates the ACT Government’s priorities for active ageing.


The guiding principles of the Framework are: Civic Participation and Employment; Communication and Information and Social Participation; Respect and Social Inclusion; Community and Health Services; Housing and outdoor spaces and buildings; and Transportation.


The Framework contains 34 practical outcomes to be implemented over the three years.

The practical outcomes give expression to the Frameworks guiding principles, which have been based on the outcomes of local community consultations and the 2nd Older Persons Assembly in 2014.


The 2nd Older Persons Assembly was held on 1 October 2014, the United Nations International Day of Older Persons. A number of community consultation forums were held in Canberra during June and July 2014 to gauge from the Canberra Community, issues affecting the lives of Older Persons (OPA) and inform the Assembly. The consultations were well attended with over 120 people attending these forums.


Despite the OPA themes of Infrastructure, Transport, and Connecting in an Age-friendly city emerging from extensive community consultation, the ACT Government agreed that seniors’ health deserved a dedicated forum that would allow delegates to explore the diversity of health care.


A planning working group was formed to organise the event, comprising representatives from ACT Health, the Community Services Directorate, the Ministerial Advisory Council on Ageing, the Health Care Consumers Association of the ACT, the ACT Lesbian, Gay, Bisexual, Transgender, Intersex and Queer Ministerial Advisory Council and the 2016 ACT Senior of the Year, Professor Greg Tegart.


The Roundtable was attended by more than 70 delegates and 36 organisations, representing people from the health sector and various community groups from across the ACT.




PURPOSE OF THE SENIORS HEALTH ROUNDTABLE



The purpose of the Roundtable was to provide a public platform in which a representative sample of ACT older residents can debate and discuss key seniors health care issues.


The six key topics that formed part of the Seniors Health Roundtable discussions included:

  1. Advocacy (health decision-making), Ms Fiona May, ACT Disability, Aged and Carer Advocacy Service (ADACAS) and ACT Ministerial Advisory Council on Ageing (MACA).

  2. Access to Health, Mr Patrick Reid, MACA.

  3. Transitions in Care (continuity of care across services), Dr Susan Andrews,
    Health Care Consumers’ Association (HCCA) of the ACT.

  4. End of Life Care Issues, Ms Gayle Sweaney, Palliative Care ACT.

  5. Health Technologies (e Health), Professor Greg Tegart, 2016 ACT Senior of the Year.

  6. Health Promotion, Wellbeing and Healthy Living, Mr Tony Stubbs, National Heart Foundation of Australia (ACT).



OUTCOMES

The Roundtable provided the opportunity for delegates to explore key topics relevant to seniors in the ACT.


The six key topics discussed were:

  1. Advocacy (health decision-making);

  2. Access to Health;

  3. Transitions in Care (continuity of care across services);

  4. End of Life Care Issues;

  5. Health Technologies (E-Health); and

  6. Health Promotion, Wellbeing and Healthy Living.


The Roundtable resulted in a report containing 42 recommendations for the ACT Government’s consideration which make it clear that community consultation is key to harnessing the expertise within our community.


The level of engagement by the community about health provisions for seniors is encouraging, particularly given the opportunities and challenges presented by our ageing population.


The ACT Government is confident that the proposed 42 recommendations of the
Roundtable report largely align with the practical actions identified in the
Action Plan to the Framework.


The ACT Government acknowledges that further work may be needed to respond to all recommendations, however the information contained in the ACT Government’s response to the Roundtable outlines work that is under way.


The ACT Government will continue to work with all stakeholders to ensure services and programs are inclusive, empowering and responsive and recognise the diversity of seniors in our community and their right to safety, security and informed decision-making.
