JOB SUMMARY

Directs continuous quality improvement and quality assurance activities aimed at delivering services to clients in accordance with established operational policies as well as laws, rules, regulations, accreditation and customer service guidelines; provides input into training personnel; prepares reports and maintains records; under direction, schedules, assigns, and reviews work of subordinate personnel.


ESSENTIAL FUNCTIONS OF THE JOB

  1. Is familiar with and functions in accordance with the classification specifications and approved policies, procedures, and directives.

  2. Analyzes operations and establishes and maintains management information systems. Plans and manages the process of accurate data collection, objective evaluation, and CQI activities of specific programs and the Agency as a whole. Measures achievement of client outcomes and satisfaction of families, community, and internal/external stakeholders with Agency services. Works with large data sets within and between multiple platforms.

  3. Responsible for Administrative Risk Management in the area of CQI. Tracks State and Federal rule changes to ensure that policy, procedure, and practice changes are implemented as needed. Ensures that staff in the impacted areas are aware of and understand these changes and works with staff on implementation of resulting necessary changes to policy, procedure, and practice. Reports to the Executive Director on the potential impact (financial and non-financial) of pending rule changes.

  4. Oversees administrative and peer review processes. Participates on the Child Fatality Review Committee. Evaluates service delivery to determine if the desired outcomes are being achieved for the child, family and community. Reviews case records for accuracy and completeness to ensure compliance with federal and state guidelines.

  5. Supervises, schedules, assigns, trains/coaches, orients, reviews the work performance of subordinate personnel and initiates corrective action when necessary. Supervises Family Team Meeting (FTM) services. Develops departmental work procedures and contributes to the development of Agency policy.

  6. Supervises the activities associated with monitoring the State’s tracking system (SACWIS) and use of reports generated from that system and any other software database system utilized specifically by CQI staff and interfaces with State representatives to ensure that the required data is being gathered and available for State monitoring activities

  7. Promotes Continuous Quality Improvement through participation in or development of various Agency activities aimed at ensuring the delivery of quality services to consumers and Agency procedures.

  8. Interfaces with State and other regulatory agencies regarding monitoring and compliance. Develops and organizes the plan for Agency accreditation. Oversees the Agency’s re-accreditation process. Acts as liaison with COA.

  9. Oversees the professional services referral process based on client needs and available services.  Coordinates the contracting of services and outcomes achieved with the Fiscal Department.

  10. Attends meetings and seminars to maintain a working knowledge of Child Protection Services

  11. Presents self in professional and culturally sensitive manner to co-workers, staff, other Agency personnel, and the public.

  12. Conducts organization-wide training, as needed, to equip staff with the knowledge and tools necessary to understand program evaluation, strategies, and protocol.

  13. Meets all job safety requirements and all applicable OSHA safety standards that pertain to job duties.

OTHER DUTIES AND RESPONSIBILITIES

INHERENTLY HAZARDOUS OR PHYSICALLY DEMANDING WORKING CONDITIONS

May encounter hostile or irate applicants/clients or individuals; may have some exposure to individuals with contagious or communicable disease; is occasionally exposed to unsanitary conditions (insect infestation, bodily wastes), noise, and odors; is exposed to common chemicals found in an office environment, such as toner and correction fluid.


QUALIFICATIONS

Minimum

  1. Master’s Degree in Social Work or related field required with coursework in applied research and program evaluation, with knowledge of statistical analysis and

  2. Five (5) years of social service agency supervisory/administrative/management experience and

  3. Strong knowledge of both quantitative and qualitative methods, strong analytical skills, and proficiency in using Microsoft Excel, Access, and PowerPoint with a working knowledge of database design and management and

  4. Demonstrated ability to model effective interactions and communication skills in cross cultural situations and

  5. Complete a successful criminal and driving background check and maintain employment eligibility status and

  6. Possess and maintain a valid Ohio vehicle operator’s license with no restrictions limiting the employee’s ability to perform his/her duties and maintain continuing eligibility for coverage under the existing County Vehicle Insurance Policy.


Preferred

  1. Possess and maintain licensure as a Licensed Social Worker (LSW) or Licensed Independent Social Worker (LISW) in the State of Ohio.

  2. Experience with the ODJFS Results Oriented Management (ROM) System, SACWIS, SQL, and Crystal Reports.

  3. Knowledge of Public Children Services Association of Ohio Standards for Effective Practice; Council on Accreditation; Ohio Department of Job & Family Services Child Protection and Oversight Evaluation measures; Federal Child and Family Services Review standards.

  4. Previous demonstrated experience in building and/or expanding on organizational culture that focuses on measuring and acting upon outcomes.
