SUMMARY

This paper provides some background to the requirements for Continuity used in the various AeroMACS requirements documents.

ACTION

The AeroMACS Working Group is invited to consider the proposed changes to the format of the AeroMACS SARPS given in this paper.


  1. Introduction:

    1. The draft AeroMACS SARPS require that the system supports a “continuity” of 0.9996, whereas the AeroMACS MASPS only require 0.999. This resulted in an action item to determine the reasons for this difference and to determine an appropriate figure to be used in the SARPS. This paper provides reasons for the difference between the two and also proposes a means to resolve this.







  1. DISCUSSION

    1. Numerous documents, i.e.; the COCR, SESAR JU AeroMACS System Requirements document and the draft MASPS, all distinguish between “availability of provision” and “availability of use” with different figures for each. There are also different figures for “continuity of provision” and “continuity of use”.

    2. Each document provides a different set definitions for the availability of provision and availability of use. However there are no such definitions for continuity.

    3. The clearest definitions are those in the COCR, i.e;

    1. It is assumed that the same reasoning applies to “continuity”.

    2. The MASPS only provides a requirement for “continuity of use” with a figure of 0.999. Whereas the other documents use different figures, i.e; 0.999 or 0.9996, depending on the context. The MASPS uses 0.999 corresponding to “continuity of use”, whereas the SARPS uses 0.9996 corresponding to “continuity of provision”.

  1. Proposal

    1. The COCR definition for the “availability of provision” and is equivalent to the definition of Communication Service Provider availability given in the SARPS.

    2. Section 4.7 of the SARPS refers to Continuity of Service using a figure appropriate to “continuity of provision”.

    3. Given these two points, it is proposed that the requirements in Section 4.7 be moved into Section 4.1 as shown below.

4.1    AeroMACS Communications Service Provider Requirements

4.1.1 The maximum unplanned service outage duration on a per aerodrome basis shall be 6 minutes;

Note. — A partial service outage is equivalent to full outage if the partial outage means any of the other performance requirements of Chapter 4 are not met.


Note: A partial service outage may be the result of one or a number of BSs experiencing a service outage resulting in end-users not achieving the performance specified in Chapter 4.


4.1.2 The maximum accumulated unplanned service outage time on per aerodrome basis shall be 240 minutes/year.


4.1.3 The maximum number of unplanned service outages per shall not exceed 40 per year.


4.1.4 The mean time between unplanned service outages shall not be less than 219 hours per year.


4.1.5 Connection resilience. The probability that a transaction will be completed once started shall be at least .9996 over any one-hour interval .


Note.— Connection releases resulting from AeroMACS handover between base stations, log-off or circuit pre-emption are excluded from this specification.
