3. Proposal summary
The purpose of the proposed subproject is to contribute to the reduction of Major Accidents (as they are defined in the Seveso II Directive for the control of major accidents involving dangerous substances) and to the management of integrated technological risk. This will be performed with three actions:
Development of a new systematic methodology (or set of methods) for past accident analysis and lessons learning, ensuring therefore that adequate lessons are learnt and past accidents are not repeated. The methodology will make use of both “epidemiological” (statistical) and “clinical” (individual-based) approaches and will investigate the application of new methods for extracting conclusions from structured and unstructured databases (e.g. semantics, taxonomies, ontologies). The methodology will be tested and applied to various accident databases, like the European Community’s Major Accident Reporting System (MARS) and TNO’s FACTS database;
Development and application of a methodology and the relevant tools for the management of integrated risk. Integrated risk in this context means risk from various sources, including complexes of industrial installations, transportation of dangerous goods, natural risks triggering technological disasters. There is a need for management of the technological risk in an integrated way, taking into account all relevant risks in a consistent way and pointing out risk transfer from one activity to another (for example, from fixed installation to road transportation). Important topics related to this integration of risk include: (i) Assessment of integrated risk, including security risks (terrorism, sabotage, hacking, etc); (ii) Risk mapping and monitoring by the integration of risk maps of vulnerable system elements, infrastructure, different risk sources; and (iii) Development of common platforms for integrated risk-informed decision-making.
Development of a methodology and the relevant tools for systematic dissemination of information to the public. This will contribute to a better perception by the general public on risk issues, and therefore to a better management of risk. Information to the public has been identified as a key issue by all three actors, i.e. the industry, the authorities and the public, and it can smooth the relations between these actors and contribute to the establishment of trust by the public to the industry, which is very important for safeguarding the development and continuation of activities of the chemical industry. SMEs will be particularly benefited from this action.
All three actions contribute to an improved management of risk in an integrated way and to the reduction of major accidents. Although the proposal focuses on industrial risk, the methodology and the final products will be applicable to a much more extended application field (e.g. extraction of lessons from accidents at work). The project will also investigate the possibility to apply the methodology and tools for management of integrated risk to the area of other threats to the public (e.g. terrorist attacks). Synergies with other RISKMAN Research Areas, especially RA1 and RA3, are also present.
4. Objectives
The objectives of the proposal are the following:
To develop, test and validate a systematic methodology (or set of methods) for past accident analysis and extraction of lessons learnt.
To develop, test and validate a methodology and the relevant tools for the management of integrated risk.
To develop a methodology and the relevant tools for systematic dissemination of information to the public.
Application, including case studies involving SMEs, and dissemination of these approaches and the results of the project.
5. Deliverables
The project will deliver the following:
A new systematic methodology (or set of methods) for past accident analysis and lessons learning. The methodology will be tested and validated, and it will be accompanied by User’s Manual facilitating its application.
A dedicated web site for the dissemination of information and for exchange of lessons learnt.
A number of lessons learnt from the application of the methodology, particularly focusing to design of industrial processes, human errors, organisational failures, etc. The lessons will be published in scientific journals and on the web.
A methodology and the relevant tools for the management of integrated risk, including tools for risk mapping and monitoring.
A common platform for integrated risk-informed decision-making.
A methodology and guidelines for systematic dissemination of information to the public.
A dedicated web site for the dissemination of these guidelines.
