MOMENT OF SILENCE AND PLEDGE OF ALLEGIANCE

There was a brief moment of silence. The Pledge of Allegiance was led by Acting Mayor Kevin Braker.

ROLL CALL

On roll call were Trustee Ken Hodel, Trustee Jerry Hasler, Trustee Mike Smith and Trustee Wayne Blunier. Also present was Acting Mayor Kevin Braker.

PUBLIC INPUT

Heather Leman was present to address the Board members about considering allowing her to keep chickens on her property next to Roanoke Concrete where she has a boarding and grooming facility. Trustee Hodel asked if there was an ordinance regarding this. Acting Mayor Braker stated that there is an ordinance against it. Trustee Blunier stated that it is very difficult to make an exception for one person. Acting Mayor Braker asked Trustee Hasler to call the attorney.

LIQUOR COMMISSION

ROANOKE IGA’S REQUEST FOR LIQUOR LICENSE- Bob Reifsteck has made it known that he is interested in a liquor license. Bob would like to sell beer, wine and alcoholic liquor for consumption off of the premises. Trustee Blunier’s opinion was that there is more than enough opportunity to buy liquor in town but if it would help the business of the IGA then he would be supportive. Although the gas stations have requested to sell hard liquor in the past, some Board members were not in favor of this. The Village currently has a limit on the number of liquor licenses, therefore, could not accommodate the request without changing Section 3-4-9 of the Code Book. Acting Mayor Braker did not feel that the limits on the number of licenses were necessary since the Board has to approve the issuance of a license anyway. Scott Brunton, Village Attorney, suggested creating a new class of license for packaged liquor or changing Class B to include alcoholic liquor since none of the current classes accommodate Bob Reifsteck’s request. The Board members agreed to create a new class F.

Trustee Leman entered the meeting at 7:15.

LIMIT OF LIQUOR LICENSES- Acting Mayor Braker stated the Board has to approve a liquor license before it is issued. Acting Mayor Braker motioned to remove Section 3-4-9 of the Code Book; Trustee Smith seconded.

WATERWORKS AND SEWERS

INTEREST RATES ON LOAN- Roanoke Benson Community Bank and Commerce Bank submitted various interest rates for a $2,000,000 loan for water projects which included variable rates and fixed rates. Trustee Smith asked the other Board members how they felt about a variable rate. Trustee Blunier like a variable rate for personal business but was concerned about a variable rate for the duration of a 20 year loan. There was a second page submitted with Roanoke Benson Community Bank’s figures that the Board members would like explained. Acting Mayor Braker will call Bob Knepp to ask him to attend a Board meeting.

Trustee Hasler was concerned that a $2,000,000 loan would not be enough and would like to get a loan for all of the projects at once including Well No. 8. The settlement amount of $882,000 will be used to pay for part of the water main project. Trustee Hasler asked when the water rates should be raised and thought this should be done all at one time instead of raising the rates a little at a time. Trustee Smith would like to have definitive numbers for cost of the projects to be able to determine how much to raise the rates. Trustee Blunier was not in favor of raising the rates all at one time. Trustee Smith recommended getting the word out to the residents that the water rates will be increased. There was speculation that the rates might increase another 30-50%.

VAC MACHINE- Trustee Blunier motioned to purchase a vac machine from Vermeer at a cost of approximately $41,000; Trustee Hasler seconded. This price includes one year of parts and labor. Acting Mayor Braker asked how this will save us money. Mark Aeschleman iterated that it will save in restoration. Braker thought that maybe we could rent the machine to another town.

FINANCE

FY16 BUDGET- Clerk Crumrine produced the budget as discussed at previous meetings. Trustee Blunier informed the Board members that unless they had questions or concerns, the budget would be approved at the next meeting.

DUES FOR MAYOR’S ASSOCIATION- Trustee Blunier motioned to pay the annual dues of $150 to the Heart of Illinois Mayors’ Association; Trustee Hodel seconded.

STREETS, ALLEYS AND ORDINANCES

BUCKET TRUCK- Trustee Hasler motioned to purchase a bucket truck for $9,000; Trustee Blunier seconded. Trustee Hasler and Mark Aeschleman drove down to Stanford to look at this truck. Aeschleman was satisfied with the performance.

CURB/GUTTER AND SIDEWALK PROJECT- Trustee Hasler motioned to let bids for the 2015-2016 Curb/Gutter and Sidewalk Project; Trustee Hodel seconded. Trustee Hasler drove the streets to find curbs and sidewalks that are in bad shape. Hasler found curbs in front of Casey’s by the west driveway in bad shape and a good portion of sidewalk in the 400 block of Green Street was in need of repair. Another area of concern was at the corner of High and Jefferson which is in need of curbs and gutters.

PUBLIC SAFETY AND INSURANCE

MONTHLY POLICE REPORT- Acting Mayor Braker gave the monthly police report. There were 122 calls for service, 18 traffic stops and 1 citation. Trustee Hasler asked how there could be 18 traffic stops and only 1 citation. Braker will look into it.

VILLAGE PROPERTY

POWER TO POLE FOR FESTIVAL- Trustee Leman motioned to run power to the pole near the southwest corner of the Legion for the festival at a cost not to exceed $1500.00; Trustee Smith seconded. The festival will be held in the Village Hall area this year. There will need to be bigger lines running to the pole to supply the electricity needed for the festival. Some of the power will also come from the Village Hall building.

Trustee Hasler mentioned that he has received a complaint about the recycling bins and asked if we should investigate curbside recycling. The complaint was that items are being left outside of the bin that cannot be recycled.

RESIGNATION

Acting Mayor Kevin Braker formally resigned as a Trustee ending his 4 year term. Braker was nominated at the last meeting to be the Mayor fulfilling the remaining 2 years of Mayor Bob Isaia’s term since his passing.

OATH OF OFFICE – Clerk Crumrine administered the oath of office to Mayor Kevin Braker.

OLD BUSINESS

Trustee Smith participated in a conference call in reference to the HUD grant that the Village is currently applying for. Trustee Smith is not optimistic about the outcome for the Village. Wes Cattoor, IDNR, is hopeful that the Village will get some money. Cattoor’s office will help the Village of Roanoke come up with a resiliency plan but the Village would need to let IDNR know if they need to assist by May 1st. Trustee Smith was of the opinion that Roanoke’s chances of getting any money are slim. Mayor Braker would like to get the State Representatives involved also. The Board members agreed to pursue the grant as long as the Village does not have to spend money.

Trustee Blunier asked Zoning Officer Dave Haney what the water plant property was annexed in as. Dave Haney responded by saying that it would normally come in as R-1 but that the Board would need to ask Attorney Scott Brunton what the property should be zoned as. Braker explained that the property would be annexed in as what the county’s classification was which he thought was I-1. Mayor Braker will forward an email sent by Scott Brunton that explains what needs to happen.

NEW BUSINESS

Mayor Braker is going to keep track of what responsibilities the Board members are assigned during the meetings and ask for updates at the following meetings.

Mayor Braker reported that the Village is in receipt of the Intergovernmental Salt Agreement with the Township that renews unless the Village states otherwise.

EXECUTIVE SESSION

Trustee Smith motioned to enter Executive Session at 8:40pm regarding Section 2 (c) 1 - Personnel and 2 (c) 5 – Land Acquisition of the Open Meetings Act; Trustee Hodel seconded.

Motion carried by roll call vote.

Nayes: None

The Board returned to regular session at 9:26pm.

ADJOURNMENT

Trustee Hodel motioned to adjourn; Trustee Smith seconded.
