Office of Government Commerce – Martin Sykes (Executive Director Supplier Relations & e-Commerce Directorate)

Martin Sykes was Commercial Director, covering Estates, Procurement, PFI and Project management at the DTLR from September 2000 and was previously with the DSS as Director of Supply Strategy for just over 2 years, which included management of the PRIME estates contract.


Sykes’ career has included an apprenticeship with Babcock & Wilcox; 10 years with ICI in a variety of design, construction and project management roles and Project and Contracts management within Esso Petroleum. In 1989 he joined Glaxo Group Research to lead all procurement and contract management for the construction of an award-winning £750m R&D facility at Stevenage, Herts.


He then moved as Group Supply Chain Director to BAA plc and was closely involved in the Latham Report and its implementation. He has commissioned research into world best construction practice through Birmingham University. He was a founder member of the Construction Clients Forum and as a member of the Reading Construction Forum, was a contributor to "Seven Pillars of Partnering". He sat on the Board of M4I, is a member of OGC's Central Government Task Force and Chairs the CIPS Construction Clients Group.

The CCG is an umbrella body that supports both private and public sector customers of construction. CCG encompasses a long list of client groups such as British Property Federation, British Council of Offices, British Council of Shopping Centres. However in both health and education there is no central client as such as the responsibility is devolved through 600 Trusts (Acute Hospital, Primary Care, Ambulance etc). Seem to be universally recognised as the prime example of the intelligent client. Major current project – Heathrow Terminal 5 (£3.8 bn) to accommodate the Airbus A380. BAA is the UK’s most substantial private sector construction client with an annual spend excluding T5 and also any future mega investment at Stanstead, of around £600 million. Other projects at Heathrow, Gatwick, Edinburgh & Southampton. Both banks have considerable construction programmes, a large property portfolio and also a key role in the finance of many pfi/ppp schemes. Unsure of contacts but can find these.


Major Supermarkets

Asda, Tesco, Sainsbury all have large annual construction budgets and have led the way in pre-fabrication and supply chain work. Asda (now part of Walmart may be interesting) Contact was David Olivant (Construction specification manager). Can Check this

Thames Gateway

Major improvement to London's infrastructure is essential to maintain and further exploit London's attractiveness to inward investment. Investment in Thames Gateway is critical to this improvement, because Thames Gateway is the only part of the capital able to sustain the massive scale of growth required in housing and jobs if London is to retain its pre-eminence.


Maybe the nearest to a client in this is Ralph Luck OBE who is English Partnerships Director for Thames Gateway.


London Olympics 2012 – Sebastian Coe (Chairman)

Provides major challenges in terms of infrastructure, transport and venues. Clients within this include the Lottery, London Development Agency and the Greater London Assembly.

A separate Olympic Delivery Authority (ODA) will abe established. The ODA will be fully accountable to the Government and the Mayor for managing the public money that will be spent on getting the venues and infrastructure ready in time for 2012. The Olympic Delivery Authority (ODA) will be created by the London Olympics Bill, which is currently going through Parliament.The search for Chief Executives for the ODA and for the has already begun.
