Meeting Minutes

Board of Public Works

September 6, 2007


Chair Linda Johnson called the meeting to order at 5:00 p.m. Also present were: Charles Peterson, Dorothy Hanish, Mayor Fahl, Mike Stoffel, Brandon Thalacker, Terry Staroba, Patti Wenzel, Luke Heidenreich, Jerry Trochinski, Dale Houdek, Paul Heidenreich, George Valiga, Darrin Baratka, and Mary Willett.


The next meeting of the Board of Public Works was set for Tuesday October 2, 2007 at 5:00 p.m.


Hanish/Peterson motioned to approve the minutes of the August 7, 2007 meeting as presented. Carried.


Superintendent Jerry Trochinski and the Phillips’ School Board Transportation Committee were in attendance at the meeting. Mr. Trochinski began the discussion. He noted that he previously had presented to the Board of Public Works at a meeting earlier in the summer, and he had asked to be kept informed of any changes regarding the bus route. The route discussed in a newspaper story is contrary to the safety of the children. The Price County Safety Committee recommended the route now used with Turner Street becoming the one way as is currently the case. Mr. Trochinksi has yet to understand clearly what comment was regarding Wyoming. There really is no damage to the streets – the buses are not tearing the streets up.

Linda Johnson responded that Wyoming Street is very narrow and there is not much room for other vehicles or traffic during school traffic hours.

Mr. Trochinski: The no parking signs are not up yet.

Terry Staroba: The signs are ordered but not here yet for the no parking on one side of the street during the bus transportation hours in the morning and afternoon.

Dale Houdek elaborated on the school procedure during drop off and pick up: parking of the buses occurs in front of the school on Turner Street and some on Elk Street. Drop off is in front of the school in the morning – it is single flow one way traffic. 2 people direct traffic. Cars are nor next to buses – this could be a real hazard. In the evening one person directs the traffic. If the bus route converts to Elk Street and back to the bus garage there would be new safety issues. The route currently used is the safest that could be and the district would want to maintain it. A quote was received from one contractor for $30,000 for the sidewalk alone that would be needed if the buses line up and drop off on Elk Street.

Mr Trochinski: The proposal to go from Germania to Beebe Street does not allow for turning of the longer buses. The intersections do not have clear visibility.

Paul Heidenreich: Arcadia Street is worse than Wyoming and it has no bus traffic. It was resurfaced when?

The traffic remains as before this school year with the only change being the no parking on one side of Wyoming during the traffic hours in the morning and afternoon. The Board of Public Works evaluated the roads and the route possibilities at the later June meeting and recommended the Elk Street to Turner possibility for the future for the safety of all- the vehicular as well as the student traffic. The Board will evaluate how the situation develops with the parking changes, and will keep the Transportation Committee informed of updates as the issue is reviewed in the future.


Mike Stoffel, Ayres Engineer, said that the DOT returned the permit for Highway 13 traffic control for PUSH to conduct the directional drilling. A revised traffic control plan has been submitted to WI DOT.


Bathroom partition and paint colors were reviewed. Hanish/Peterson motioned for the selection of Pratt paint #15-30 Celery for the wall color and #832 Sandstone for the Accurate Partitions for the restrooms. Carried.


Paul Heidenreich elaborated on the problems with the water at his residence. He is still experiencing difficulties. He brought water samples that show the magnesium particle sin the water. The water will be clear and then he will get a batch of dark water – ice cubes will have a batch of dark ice cubes when this occurs. The $8 filter doesn’t stop it and the $50 filter does. The $50 filter slows the water flow as it clogs up. Terry Staroba said that the hydrants were running crystal clear water after they flushed and backflushed and flushed the lines out.

Paul will come to the next meeting in October for an update on the water status.


The Deer Management Plan needs to be typed up for review at the next Public Works meeting.


Invoices from Ayres Associates were reviewed by committee members.


Terry Staroba has begun work on his budget. The health insurance rates from the state have a 35% increase from last year and the proposed costs for electricity for the restrooms are causing Mr. Staroba concern for next year’s budget. The alley behind Highway 13 from Cherry to Maple and Depot Road need resurfacing - Terry has a quote for $46,000 (31,600 for Depot Road and $14,500 for the other two alleys). Clerk Willett is working on the health insurance issue. The electrical heating plan for the pavilion will be reviewed for options- otherwise the restrooms will probably be locked/closed in the cold months.


Terry Staroba and Chuck Peterson went out to the residence near the north highway 13 proposed entrance for the Business Park. And were unsuccessful in their attempts to reach the homeowner. Communication attempts by Chuck by phone have also been unsuccessful. No communication has been received though messages have been left with family members at the home.


Hanish/Peterson motioned to adjourn. Carried. Meeting adjourned at 6:34 p.m.
