Tuesday, April 13, 2021 – 7:00 PM – Community Center DRAFT


Attendance: Sheri Shafer, Lori McShane, Lou Lundquist, Tara Dongvillo, and Deb Lundquist

Agenda: Motion by McShane, second by Dongvillo, to approve the agenda as written. 5 ayes.

Public Comments: none

Correspondence: Letter from Megan Desmond regarding the public bathroom situation for the summer tourist season and the garbage pickup.

Approve Minutes: Motion by Tara Dongvillo, second by Deb Lundquist, to approve the minutes of the March 9, regular meeting with correction on the correspondence from Wimmer. 5 ayes.

Department and Committee Reports: Reports were available from the Assessor, DPW &Water and Library.

Appointments/Resignations: Motion by McShane, second by Dongvillo, to approve the appointment of Jenny Irvine to the Planning Commission. 5 ayes

Supervisor Report: We have an election on May 4th, 2021. The board has invited representatives to speak at our meeting regarding the millage proposals on the ballot.

We have sample ballots and printed information on all of the above referenced topics available at the township offices. Please contact us for more information.

Treasurer’s report and Approval of Bills: Treasurer’s report – ($1,204,930.65) Motion by Dongvillo, second by Shafer to accept treasurer’s report and approve the bills for payment. ($41,703.48) 5 ayes.

Unfinished Business:

Fuel System: First project meeting scheduled for tomorrow (April 14th) afternoon.

Woodland Park – Rates/Rules/Reservations – 2021 season: Motion by McShane, second by Dongvillo, to increase the total number of campsites available for reservations to 29. 5 ayes.

New Business:

Law enforcement proposal: Sheriff Brock explained the agreement that he and the supervisor have developed to provide our township with additional road patrol throughout the year. The township would pay the county approximately $23,500 for 696 hours of dedicated road patrol in our township. That would be 87 days at $270.86 per day. This is in response to the correspondence and petitions that were presented to the township board from community members asking for law enforcement. The board will review the budget to discuss possible amendments.

Portable Toilets/Garbage pick-up: The township and the chamber of commerce have agreed to split the costs of four portable toilets (one handicap with hand washing) to be placed along the alley between the greenspace and the bank from Memorial Day through September. The park and the DPW crew will continue to pick up the garbage from around town as they always have. Will review to see if more garbage cans are needed.

Planning Commission – Master Plan/Zoning Ordinance: Memorandum from Larry Shaffer asking the board for direction regarding recommendations from CUPPAD. We would like to rewrite the existing zoning ordinance but CUPPAD recommends updating the Burt Township Master Plan first to gain insight and help direct the zoning ordinance rewrite. Motion be Shafer, second by Dongvillo, to recommend the Planning Commission enter into an agreement with CUPPAD for $10,000 to update the Master Plan. 5 ayes.

School Forest Trail Marking Project: Cathy Egerer explained the plan for marking the trails and improving the signage in the school forest. (Contact the township if you would like a detailed copy of the plan). The township has received over $2,000 in donations so far for this project. Motion by McShane, second by Lou Lundquist, to purchase the signs from “Signs Now” for $2,479.06. 5 ayes

Wimmer/request to purchase township property: Motion by McShane, second by Deb Lundquist, to decline Mr. Wimmers request to purchase the 12 acres of township property off H58 across from the old landfill, but will make the necessary arrangements to change the location of the easement to be used to access his property. 5 ayes.

Township office flooring/painting/computer rewiring (Teck Solutions estimate): Motion by Dongvillo, second by Deb Lundquist, to approve the cost estimate from Teck Solutions and Van Ert Electric to move the internet lines and reconfigure the network switch at a cost of $5,686.38. 5 ayes.

Dump Days 2021: Dump days this year will be back to normal and will be held on June 11th & 12th from 10:00 AM til 2:00 PM at the township location off M77.

Gates for Ballfield area: Motion by Shafer, second by Lou Lundquist, to purchase the gates for the ballfield area from Robinson Fence for $1,305. 3 ayes, 2 nays. This area is often used for a dog run area and we have already placed additional doggy clean up stations throughout.

Other: Motion by McShane, second by Dongvillo, to approve the 2021/2022 regular meeting schedule. 5 ayes. We will continue to meet on the second Tuesday of each month at 7:00 PM.
