Minutes of Board of Education of the Groveport Madison School District Regular Meeting
Held Madison Township Community Center, Groveport, Ohio, January 13, 2010
The Groveport Madison Local Board of Education held a Regular Meeting at the
Madison Township Community Center, Groveport, Ohio on January 13, 2010.
The meeting was call to order at 7:14 p.m. by President Mary Tedrow and the
Pledge of Allegiance was given.

Adoption of Agenda

Mr. Shoemaker moved to adopt the agenda for the meeting with additions and
Addendum.
Mrs. Gillespie seconded the motion.

Resolution of Appreciation

Mr. Slonaker moved the Board of Education to approve the Resolution of Appreciation
to the Groveport Madison High School Marching Band.
WHEREAS, the Groveport Madison Schools recognizes the accomplishment
of the Groveport Madison High School Marching Band; and
WHEREAS, the Groveport Madison High School Marching Band is directed
by Sarah Brown and her assistants, Patrick O’Donnell, Jayne Canaday and Nathan
Stowe; and
WHEREAS, the Groveport Madison High School Marching Band proudly
performs at every Friday night before, during and after the football game, rain or
shine, hot weather or cold; and
WHEREAS, the Groveport Madison High School Marching Band performed
at the Hilliard Darby contest on September 19 and at the Teays Valley contest on
October 17 to be eligible for state competition; and
WHEREAS, the Groveport Madison High School Marching Band performed
at the state competition at Dublin Coffman on November 6, 2009 and received an
overall superior rating of one; and
WHEREAS, this is the last year for Ms. Brown to direct the Groveport
Madison Marching Band and under her direction the band has qualified for state 21
times and have received a superior rating of “1” a total of 19 times – only 30 bands
in the whole state have qualified for the last 20 years; and
THEREFORE BE IT RESOLVED that the Groveport Madison Schools Board
of Education expresses its sincerest appreciation to Ms. Brown and the Groveport
Madison High School Marching Band for the excellent manner in which it
represents the Groveport Madison Schools, and
BE IT FURTHER RESOLVED that the Groveport Madison Schools Board of
Education congratulates Ms. Brown and commends the Groveport Madison High
School Marching Band for its outstanding season.

Mrs. Barker moved the Board of Education approve the minutes for the December 9, 2009 regular meeting and December 16, 2009 special meeting. This information
was provided to Board members in advance.

Mr. Shoemaker moved the Board of Education approve a transfer of funds:

Executive Session

Mrs. Gillespie moved the Groveport Madison Schools Board of Education adjourn
to executive session for the purpose of discussing the appointment, employment, dismissal, discipline, promotion, demotion or compensation of an employee in accordance with ORC 121.22.
Mr. Shoemaker seconded the motion.
Roll Call: Mrs. Gillespie, aye; Mr. Shoemaker, aye; Mrs. Barker, aye; Mr. Slonaker,
aye; Mrs. Tedrow, aye. The President declared the motion carried and the
Board adjourned to executive session at 8:35 p.m. The meeting was
reconvened at 9:29 p.m. with five Board Members present and no action
was taken.

Mrs. Gillespie moved the Board of Education adopt Groveport Madison Schools
Policy Number IGBM, Credit Flexibility, to reflect changes required by the passage
of House Bill (HB) 1. This is a required policy and is to be effective immediately.
This information was provided to the Board members at the December 9, 2009 Board
of Education meeting.

Mr. Shoemaker moved the Board of Education approve the following resolution
and the attached additions to the list of resident students who have applied for
payment in lieu of transportation for the 2009-10 school year. This payment is
made according to the State Department of Education calculations of the average
cost to transport students in the state.
RESOLUTION
WHEREAS, under provision of the Ohio Revised Code, Section 3327.01
a Board of Education may determine that it is impractical to transport students
to and from private schools which they attend; and
WHEREAS, the Groveport Madison Schools Board of Education has
reviewed the criteria and conditions relating to the same including existing
school bus routes, school time schedules, student residence location, and
available school conveyances, and has established the enclosed listed students
to be eligible to receive transportation in accordance with 3327.01 of the Ohio
Revised Code for school year 2009-10. (The students’ information was
provided to the Board members in advance.); and
NOW, THEREFORE, BE IT RESOLVED that such service by school
conveyance is impractical and the Board of Education agrees to pay the parents
or guardians of the pupils in the enclosed list not to exceed the state average cost
to transport all pupils the 2009-10 school year.

Mr. Shoemaker moved the Board of Education authorize the Superintendent and or
Treasurer to enter into an agreement with the Metropolitan Education Council to
provide DASL (Data Analysis for Student Learning) service at a cost of $8.00 per
year per ADM Head Count, with migration (from ACE) and training cost not to
exceed $4,500. And further to provide Progress Book at a cost of $4.00 per ADM
per year. Both service cost to be prorated for the current school year.

Mr. Shoemaker moved the Board of Education table till February the agreements between Groveport Madison Schools and Ohio Heating & Refrigeration to provide
preventative maintenance of the heating and air conditioning at the following
locations:
Asbury Elementary School
Dunloe Elementary School
Groveport Madison Middle School North
Madison Elementary School
Sedalia Elementary
The cost to the Board of Education for the services outlined in the agreements is $49,146.00 per year. This information was provided to the Board members in
advance.
