The Jackson County Board of Commissioners held their regular meeting on January15, 2013 at 8:30 AM

The Jackson County Board of Commissioners held their regular meeting on June 15, 2015 at 8:30 AM.


Those present were Chairman James “Jim” Murphy, Comm. Charles “Ben” Clayton, and Comm. Betsy Blecha. County Administrator Kent Crowder and Clerk to the Board, Hayle Johnson was also present.


The meeting was opened with the Pledge of Allegiance.


Jim Dustin joined the meeting.


All vouchers were approved as presented.


County Road & Bridge Supervisor, Andy Norris joined the meeting to give the Road & Bridge supervisor’s report. Discussion was had.

The R&B crew will be providing assistance with the Town of Walden cooperative streets project which will be underway next week.


Discussion was had in regard to the letter from Mike Dixon, Ph.D., Acting Project Leader, Arapaho National Wildlife Refuge Complex, informing county of action taken by Refuge on signage on Jackson County Road 13 and requesting future action on the removal of approximately 1600 feet of JCR13 across refuge lands from the County Road System.


County Treasurer, Tish Willcox joined the meeting to give the Treasurer’s report. Discussion was had. She also provided the BOCC with an update of North Park Visitor Bureau and the sales tax panel activities. Comm. Blecha volunteered her services to possibly expedite the proposed projects. Discussion was had.


Resolution 2015-vi-15(a), a Resolution concerned with the granting of an exemption from the Jackson County subdivision resolution to a certain conveyance from Mark Goulette was presented for the BOCC adoption.


Comm. Clayton made the motion, seconded by Comm. Blecha to adopt Resolution 2015-vi-15(a) as presented. Motion passed unanimously.


Resolution 2015-vi-15(b), a Resolution of the Board of County Commissioners of Jackson County, Colorado, concerning submitting to the registered electors of Jackson County at the November 03, 2015 Coordinated Election, a ballot question regarding whether the Board of County Commissioners of Jackson County, Colorado may provide telecommunications services either directly or indirectly with public or private sector partners was presented for BOCC adoption.


Comm. Clayton made the motion, seconded by Comm. Blecha to adopt Resolution 2015-vi-15(b) as presented. Motion passed unanimously.

A letter of support to reauthorize Enterprise Zone tax credits was presented for the BOCC consideration.


Comm. Clayton made the motion, seconded by Comm. Blecha to authorize Chairman Murphy to sign the letter of support as presented. Motion passed unanimously.

Resolution 2015-vi-15(c), a Resolution of the Board of County Commissioners of Jackson County, Colorado, concerning scientific integrity and greater sage-grouse was presented for BOCC adoption.


Comm. Clayton made the motion, seconded by Comm. Blecha to adopt Resolution 2015-vi-15(C) as presented. Motion passed unanimously.


PUBLIC HEARING: A public hearing was held on the 15th of June at 1:30PM, pursuant to proper public notice, to consider the application submitted to the Board of County Commissioners of Jackson County, Colorado, by Paul R. Bigus and Jillson L. Bigus, 1137 Coral Burst Drive, Loveland, CO 80538, to request that a Special Use Permit for a Single Family Dwelling Unit NOT Related to an Individual Ranch of Farmstead and an accessory structure on a tract of land located in the Ranching (R ) District in Jackson County.


Those present were: Chairman Murphy, Comm. Clayton, Comm. Blecha, County Admin. Crowder, and Deputy Clerk to the Board, Tammi Gonzales. Landowners were represented by Keith Holsinger.


The entire proceeding of the hearing was recorded on Commissioner Tape #139 which is in the custody of the Jackson County Clerk and Recorder. Exhibit A Application for Special Use and Exhibit B Affidavit of Publication were entered into the record.


Comm. Clayton made the motion, seconded by Comm. Blecha to close the public hearing. Motion passed unanimously.


Comm. Blecha made the motion, seconded by Comm. Clayton to direct County Admin. Crowder to draft a resolution of approval of the application for special use as presented for the BOCC adoption. Motion passed unanimously.


Comm. Clayton made the motion, seconded by Comm. Blecha to approve the minutes from the previous meeting, May 29, 2015 as presented. Motion passed unanimously.
