RE: NOTIFICATION OF AVAILABILITY OF FEMA MOBILE HOMES


Dear Tribal Leader:


This letter is to inform you of the availability of used mobile homes and to describe the application process if your tribe is interested in acquiring any of these mobile homes.


The Federal Emergency Management Agency (FEMA) is making available a limited number of excess mobile homes to the U.S. Department of Housing and Urban Development (HUD) through its authority to make a direct transfer from federal agency to federal agency. Subsequently, HUD will transfer the mobile homes to tribes through an application process. The deadline for submission of the application is June 27, 2013. See further instructions on the enclosed application form.


TIMELINE OF AVAILABILITY: The mobile homes will be available over a staggered time period. Tribes that are awarded mobile homes through the application process will be notified when the mobile homes awarded to them will be available for pick-up and the location. Once a tribe receives an award of mobile homes there will be a short timeline for viewing or inspection and pick-up and removal from the FEMA staging area where the assigned mobile homes are located. Therefore, tribes that request mobile homes will need to plan in advance for a number of actions including securing the necessary tribal approvals, identifying the funds to be used to complete this initiative and making initial pre-planning contact with their selected transporter.


LOCATION OF MOBILE HOMES: The mobile homes are located at FEMA staging areas in several different states. The location of each unit in relation to the geographic location of the tribe will be considered during the allocation process.


COST: The mobile homes are free of charge; however, there are costs associated with the

pick-up and transport of the mobile home(s), including costs to make the units road-ready if necessary, unit set-up and installation, including the provision of all utilities and services. These costs include the hiring of a transportation contractor to pick up the unit(s) or using internal transportation. These costs will be the responsibility of the tribe. Your tribe may use Indian Housing Block Grant (IHBG) program funds, tribal funds, or funds from other sources to pay for the cost of transporting and setting up the mobile homes. However, if a tribe uses the IHBG program funds for this purpose, all current rules and regulations attached to the funds will apply (e.g. Procurement, Indian Preference, Environmental Review, Wage Rates, Program Eligibility, etc.). CONDITION OF THE MOBILE HOMES: The used mobile home units are single-wide 3- bedroom units, measuring 14 feet wide. These homes were manufactured in accordance with the Manufactured Home Construction and Safety Standards set forth in 24 Code of Federal Regulations (CFR) 3280, commonly called the HUD code. These used mobile homes will be transferred to the tribes in “as is” condition. All of the mobile homes will have some of the original furnishings—the quality of which will vary—and the remaining furnishings will also convey in “as-is” condition.  The mobile homes are basically identical (size, color, etc.), so it will not be necessary to pre-select specific units. Interested tribes will have the opportunity to view the general condition, size, and quality of example mobile homes by accessing HUD’s web site at http://hud.gov/codetalk. Tribes can visit the site where the mobile homes are located only by appointment.


ALLOCATION: HUD has determined based on previous experience that the allocation method outlined below would be the fairest and simplest method, and would allow the tribes to receive units in the shortest amount of time:


HUD will randomly allocate one mobile home to each requesting tribe until all tribes that have requested a mobile home have been allocated one. Tribes, if any, which have requested only one mobile home, would have received their entire request and would be removed from the allocation process. HUD will then randomly allocate a second mobile home to each Tribe that has requested at least two mobile homes until all tribes that have requested two mobile homes have been allocated a second unit. Any tribes that have requested only two units will then be removed from the allocation process. The allocation process will continue in this manner until all the available mobile homes have been allocated or until each applicant has received their requested number of mobile home units up to a maximum of 20 units. Additionally, there will be a priority system used based upon tribal participation in previous similar HUD mobile home initiatives.

If your tribe is interested in obtaining the mobile homes described in this letter, please formally request the number of mobile homes desired using the enclosed application. Applications must be submitted to HUD no later than June 27, 2013.

To apply, tribes must fax a copy of this request form, signed by the tribal chairperson or the tribal leader authorized to sign on behalf of the tribe, to Janet Carter at fax number 202-401-7909. The fax must be dated and transmitted no later than June 27, 2013.


In addition, the form must be mailed to U.S. Department of Housing and Urban Development; c/o Janet Carter, room 4126; 451 7th Street, SW; Washington, DC 20410, with the original signature affixed and a postmark date of no later than June 27, 2013.
