Minutes of Meeting of October 15, 20095:00 – 6:30 p.m.

President’s Report: Chapter President, Olga Shewfelt opened the meeting by noting how difficult it is for adjunct faculty to come to meetings and to determine an optimum time to hold meetings so that many adjuncts have the opportunity to attend.


She reported that eight of the nine district colleges are in deficit and that West’s is $1,032,659. Categorical funds have been cut drastically.


A permanent Chancellor will be on board the Spring.


Olga turned the meeting to the topic of health benefits. She noted that the class cuts have fallen most heavily on adjuncts and this has resulted in many losing health benefits because the threshold to participate with the district paying part of the premiums is .33 of a fulltime load in the teaching discipline. Olga asked any adjuncts who suspect a mistake in h/her.


In this connection, she reminded us that hourly assignments for spring are now available, and adjuncts should contact their Division Chairs regarding their likelihood to get a class. She distributed a Schedule Production Timeline for the Fall 2010 Class Schedule, noting that October 30th is the deadline for chairs to return the completed first galleys (rough drafts) and Instructor Work Block Load forms (classes taught and when) to their deans. The second galleys are due on December 21st and the electronic copy will be available February 10th. Olga pushed the administration for this kind of timeline, so that adjuncts and others who need to make teaching plans, have the most up-to-date information possible. Mathematics Chair, Mary-Jane McMaster noted that she is trying hard to keep all the Math adjuncts employed and Language Arts Division Chair, Betty Jacobs said that she tries to give as many classes as is legal to her Division’s adjuncts, and has been able to add six new adjunct instructors, recently. Olga advised that chairs can and should make offers vial email. She noted, also, that Instructors on the hourly seniority list have an entitlement to one class, unless s/he is on a seniority list for a second class. The principle of one assignment only may be an item for negotiation in the next contract; until then, it is a mistake for a chair to offer more classes to an instructor than s/he can deliver.


The Guild supports the new Grants Management Committee The Committee met for its first time this afternoon (10/15). The committee is intended to be a conduit for grant acquisition and grant-related activities and decisions. The administration stated a hope that new grants will inject $500,000 into the campus’ budget through an indirect cost recovery assessment of 8% to 10% assessed on any grant the college receives. The Dean in charge of the grant acquisition efforts, Mark Pracher, will develop a website dedicated to grant activities and opportunities. Olga noted that there will be opportunities for adjunct faculty. She and Dr. Jack Fujimoto, a former president of this college, both noted that grants can provide opportunities for adjunct faculty beyond their entitlement to one hourly class.


Olga called our attention to the proposed Memorandum of Understanding, based on one at Pierce College, which would compensate faculty members for teaching classes with seventy or more students on campus. The proposal is of r double pay. One Instructor stated that she used to have two classes and therefore eligibility for the district’s health insurance plans, but now teaches one double sized class, but has lost her eligibility.


A second MOU on Division Mergers or Changes, also from Pierce College was reviewed. This one, entitled, “Department Establishment and Modification Policy,” related to Article 17, Department Chairs and Departments, which states, in part, “[D]epartments shall be established and may be modified by the President or designee in consultation with the President of the Academic Senate and the AFT Chapter President….” Olga described how on Flex day, two divisions had asked her about a possible merger. She noted contract language in Article 17 that “Any modification to the existing departmental structure of a college that results in one or more disciplines moving from one department to another shall be implemented at the beginning of an academic year, and whenever practicable, at a time that coincides with the expiration of the terns of the department chairs involved.” Olga stressed that while it is primarily the duty of the Academic Sensate to consider division change requests, the Senate has to consult with the Guild to carry out changes. She noted that there could be issues around hourly seniority, for example that would concern the Guild. She also noted that the Adjunct Faculty Rep from the affected Divisio0ns would be able to vote on the proposed merger or changes.


Grievance Report: Bruce Anders reported that he had filed a grievance because of an injury to an Instructor stemming from the resolution of a previous grievance. He noted that a grievance remedy should be a remedy, and not create a new problem for an Instructor. He reported that another Instructor wanted to file a grievance because his Division Chair would not approve his application to teach a large online class. Bruce noted that the Division Chair has the right to deny the Instructor’s request, so there is no basis for a grievance in this case. Finally, he urged adjuncts Instructors to obtain current copy of their seniority lists, so that they know where they stand relative to others which an hourly class entitlement. Instructors may obtain their seniority list from their Division Chair or from Bruce.


Olga explained the pay-by-course concept: Basically, compensation is by course and paid over five equal pay periods, per semester.


There will be a new Adjunct Rep election this February, during census week.
