October 12, 2020



The regular meeting of the Village Board, of the Village of Strum, Wisconsin, Trempealeau County, was held in the Village Community Room on Monday, October 12, 2020.


Meeting called to order:

The meeting was called to order by the Village President, Dean Boehne at 6:30 p.m. Village Clerk, Michelle Loken, took the minutes of the meeting. The following board members were present: Berge, Thompson, Stendahl, Nelson, and Bjerke.


Open Meeting Law Requirements Have Been Complied With:

President Boehne announced the open meetings law requirements have been met for the meeting.


Approval of minutes:

A motion was made by Nelson and seconded by Stendahl to approve the minutes from the regular Village Board Meeting held on September 14, 2020, as printed. Motion carried.


Appearances by Citizens and Others:

  1. Viking Golf & Dine, LLC: Missy from the Viking came to inquire about installing frisbee golf on the course. This is a sport that is becoming more popular and can be played almost all year long. They would be doing 18 nets and keep them on the side of each fairway. The board gave permission to go ahead with the installation of the frisbee nets.


Reports from officers:

  1. Zoning Commissioner:

    1. Tricia Thacker – Request for Variance – 320 Maple Street: Tricia Thacker submitted her information to request a variance to build closer to the property lot line. A motion was made by Stendahl and seconded by Bjerke to deny the variance request that was submitted. Motion carried.

    2. Rezoning Request of 701 Elm Street: Kathy Ness had submitted a proposal to start a glamping site to the 701 Elm Street property. The property would need to be rezoned to Agricultural Conservancy. A motion was made by Stendahl and seconded by Nelson to deny the rezoning until more information has been submitted. Motion carried.

Committees:

  1. Personnel Committee:

  1. The Flexible Time off Report was reviewed. Personnel Committee held employee reviews but still needs to meet with Joe Smieja. They will schedule at a later date.







  1. Public Welfare:

    1. Trail Cutting Project: There was a few people that got together and worked on October 3rd. The top trail was cleared off and once the corn is off, the bottom portion will be worked on.

  2. Miscellaneous:

    1. Recycling Committee meeting will be scheduled to discuss the 2021 budget.

    2. Luke Hanson indicated that he was interested in filling the vacant Village Trustee position. Motion made by Thompson and seconded by Bjerke to appoint Luke Hanson to the Village Board replacing Kirstie Heidenreich. Motion carried.

  3. Approval of Vouchers: There were two Viking Golf & Dine invoices for maintenance on equipment. These are under the lease amount and are the responsibility of the Viking. An aerator was purchased and bills for mileage reimbursement were submitted in the amount of $3172.00. A motion was made by Stendahl and seconded by Thompson to reimburse them for that amount. A motion was made by Stendahl and seconded by Thompson to pay the following bills. Check #’s 4793 thru 4844. Motion carried.

  4. Roll call vote to go into closed session pursuant to Wisconsin State Statute 19.85(1)(c) to discuss Village employee concerns. Berge – yes, Thompson – yes, Nelson – yes, Stendahl – yes, Bjerke – yes, and Boehne – yes.


Thereupon, discussion was held in closed session.


  1. Roll call vote to adjourn closed session and reconvene into open session to render any decision made in closed session. Berge – yes, Thompson – yes, Nelson – yes, Stendahl – yes, Bjerke – yes, and Boehne – yes.


  1. Motion made by Nelson and seconded by Thompson to accept the resignation of Brenden Pagel and his last day being October 27, 2020. Motion carried.


Adjournment: A motion was made by Thompson and seconded by Nelson to adjourn at 8:32 p.m. Motion carried.
