Minutes of the Meeting of the above Council
held on Monday 20th June 2016 at Aston Chapel at 7.30 p.m.
Present: J. Batho (Chairman), J.G. Parkin (Vice Chairman), A.G. Lawrence (Clerk),
J. Barker, E. Forshaw, Ms R. Spalding, R. Hibbert, Councillor R. Bailey and 2 members of the public.
1. Apologies: Mrs J. Fenton, C. Lloyd, Mrs J. Sweeney
2. Declaration of Interest – if a member is present at a meeting of the authority, and they have a disclosable
pecuniary in any matter to be considered or being considered at the meeting, they cannot take part in any discussion of the matter at the meeting or vote on it. They should disclose the interest to the meeting and follow the Council’s Code of Conduct.

4. Matters arising from last minutes:-
5. Highway matters:
a. New road surface through Newhall is excellent.
b. Flooding: the very heavy rain during the previous week saw the cottages in the centre of the village
flooded and the road closed. The flooding in Sheppenhall Lane, whilst not having the same consequences again is very bad. The meeting felt that this situation is unacceptable and Clr Bailey advised that Ian Bunn from Civicance should be contacted. On the prop., J. Batho, sec., R. Hibbert, the Clerk was asked to pursue this matter.
c. Roadside Trees – the Clerk advised that he has had no response re whose responsibility they are
from Cheshire East and he was asked to follow up further
d. Grass Verges the meeting recorded that the cutting of these – specifically the area in Sheppenhall
Lane, have been left significantly longer this year, and subsequently the grass was very tall and now looks a terrible mess. Mowing of these areas was always undertaken by residents and subsequent Cheshire East financial pruning which sees mowing done less frequently means that is why the situation is as it is.

On the prop., R. Hibbert, sec., E. Forshaw the meeting unanimously agreed to offer No Objection but on the proviso
that a section 106 agreement be applied to address the following two major issues in this vicinity:-
The development is adjacent to a very narrow road on a terrible bend which is very dangerous for all road users and pedestrians and funding should be made available to install vehicle approaching warning signs
The development is adjacent to a section of the village which suffers terrible flooding whenever it rains, with properties being flooded on 14th June 2016. The issue is one concerning the drains from the gullies and funding should be made available to rectify this issue

The Clerk was asked to display the notice of this meeting and then the matter will be discussed further when the
application arrives.
9. Police Matters – the Chairman reported a break in at an equestrian property on Coole Lane which had been targeted for horse equipment.
