FINANCE/PERSONNEL COMMITTEE MEETING MINUTES

January 11, 2011

De Pere, Wisconsin


A regular meeting of the Finance/Personnel Committee of the City of De Pere was held at 7:30 p.m. on January 11, 2011 in the City Hall Council Chambers.

Members present: Mayor Michael Walsh, Alderpersons Daniel Robinson, Paul Kegel, Kathleen Van Vonderen and Michael Donovan. Also present: City Administrator Lawrence Delo, Director of Human Resources Shannon Metzler, Police Chief Derek Beiderwieden, Finance Director Joe Zegers, Fire Lieutenant Ed Balcer and Brad Sauer.

AGENDA ITEMS #1 THROUGH #10

ITEM #1. Roll Call.

All members present.

ITEM #2. Approval of the minutes of the December 14, 2010 regular meeting of the Finance/Personnel Committee.

Motion was made by Alderperson Kegel to receive and place on file the minutes of the December 14, 2010 regular meeting of the Finance/Personnel Committee. Motion seconded by Alderperson Donovan. Motion carried.

ITEM #3. Overtime report of the Fire Department for the month of December 2010.

Alderperson Van Vonderen questioned the overtime for standbys. Lieutenant Balcer explained it’s because they had many injured employees and an increase in calls.

Alderperson Robinson commented that the overtime is down from last year by 2,000 hours.

Motion was made by Mayor Walsh to receive and place on file the overtime report of the Fire Department for the month of December 2010. Motion seconded by Alderperson Kegel. Motion carried.

ITEM #4. Overtime report of the Police Department for the month of December 2010.

Alderperson Robinson stated that he was happy to see that the overtime hours were down by 3,000. Police Chief Beiderwieden explained they are very close to that at approximately 2,600 hours without grant hours.

Motion was made by Alderperson Van Vonderen to receive and place on file the overtime report of the Police Department for the month of December 2010. Motion seconded by Alderperson Donovan. Motion carried.

ITEM #5. Overtime report of the Engineering Department for the month of December 2010.

Motion was made by Alderperson Robinson to receive and place on file the overtime report of the Engineering Department for the month of December 2010. Motion seconded by Alderperson Kegel. Motion carried.

ITEM #6. Review salaries for Mayor and City Council for 2012 and 2013.

Alderperson Robinson commented that the salary for the council should stay the same. He asked the Mayor what his thoughts were for a wage increase in the Mayor’s salary.

Mayor Walsh stated he couldn’t vote on his salary, but feels it’s fair to increase the council member’s salaries.

Alderperson Kegel made a motion to keep council member’s salaries the same for 2012 and 2013. Alderperson Van Vonderen seconded the motion.

Alderperson Donovan feels an increase is warranted based on the amount of time they spend and he feels they do a good job. Motion carried with Alderperson Donovan and Mayor Walsh voting nay.

Motion was made by Alderperson Robinson to keep the Mayor’s salary the same for 2012 and 2013. Motion seconded by Alderperson Van Vonderen. Motion carried.

ITEM #7. Discussion regarding proposed synthetic cannabinoid ordinance.

Police Chief Derek Beiderwieden said he did research on K-2 and explained what it is. It is a houseplant and explained what has to be done to smoke it and get a “buzz”. He stated there are a number of legislatures that plan to bring this forward and ban it. There’s only a rule but it’s not a law so we can’t arrest people for having it. The feds are looking to make it illegal. These substances are not testable in the field so we don’t know when they are in our presence. He feels we should wait until the state makes this illegal. He also explained K-2 is a typical houseplant called Salvia.

Alderperson Donovan feels this is a state or federal level issue, but also feels they have a responsibility to put up a barrier to stop people from using it.

Alderperson Robinson agreed but doesn’t feel they should pass an ordinance they can’t enforce. He wants to look for a way to enforce one.

Alderperson Van Vonderen commented that other agencies have ordinances and feels we should come up with something.

Motion was made by Alderperson Kegel to open the meeting. Motion seconded by Alderperson Van Vonderen. Motion carried.

Brad Sauer of 114 ½ North Broadway feels that this is something we need to enforce and commented that there is not a test but maybe next week a test would come out.

Mayor Walsh made a motion to return to regular order. Motion seconded by Alderperson Van Vonderen. Motion carried.

Alderperson Robinson questioned what types of enforcement other agencies have. He would like the Chief to talk to other Chiefs to see what they are doing. Police Chief Beiderwieden commented that other agencies are taking it off the shelf if people are trying to sell it.

Alderperson Van Vonderen made a motion to ask staff to develop an ordinance similar to Green Bay’s and the three other agencies in the state that have ordinances and to bring a draft ordinance back to the council. Motion seconded by Alderperson Kegel. Motion carried.

Motion was made to adjourn the meeting by Mayor Walsh. Motion seconded by Alderperson Van Vonderen. Motion carried and the meeting adjourned at 8:15 p.m.
