Regular Commission Meeting
October 11, 2016
The
Regular Commission meeting of the Pennsylvania Law Enforcement
Accreditation Commission was called to order on Tuesday, October 11,
2016 at 10:38 p.m. at the Red Lion Hotel Harrisburg/Hershey,
Harrisburg, PA. Chairman Kelly presided.
Chief Adams, Chief Cox, Lieutenant Crone, Chief William Daly, Chief Ellis, Executive Director Gross, Richard Hammon, Director Hart, Captain Keffer, Chief Kelly, Chief King, Frank Lavery, Chief Lesko, Chief MacPherson, Chief Murphy, Accreditation Manager O’Hara, Ron Stern, Andrea Sullivan, Chief Walker, Lieutenant Walters and Chief Zydonik.
Chief Joseph Daly, Chief Dorney, Chief Hiester, Chief Jolley, Chief Ogden, Chief Petrick and Chief Van Loan were absent.
Also present, from East Brandywine Township Police Department were Chief of Police Mark Kocsi, Lieutenant Gene Babetski and Accreditation Manager/Officer Jeff Yankanich. From Somerset Borough Police Department was Accreditation Manager/Sergeant Stephen Borosky.
Chairman Kelly welcomed all to the meeting and asked everyone to join in reciting the Pledge of Allegiance.
Commission members introduced themselves. Chairman Kelly welcomed newly appointed Commission members Captain Harry Keffer and Chief of Police Ronald MacPherson.
Approval of Minutes
Chief
Adams made a motion to accept the minutes of the July 12, 2016
Regular Commission meeting. Chief Cox seconded the motion. All
agreed.
Assessment
Reports for Consent Agenda
The following agencies have been
put on the Consent Agenda for approval: Penbrook Borough; Sandy
Township; Findlay Township; Somerset Borough and Adams County
Sheriff’s Office. A motion was made by Ron Stern to accept the
recommendation for the
re-accreditation for these agencies. Lieutenant Walters seconded the motion. All agreed. Chief Cox and Chief Lesko abstained from voting. Executive Director Gross thanked Chief Lesko for including in the Somerset Borough Police Department re-assessment report that the Somerset Crater on Mars is named after Somerset.

Assessment Reports
East Brandywine Township Review – Lieutenant Rudzinski reported that the East Brandywine Township Police Department is a professional police department that is dedicated to quality service to their community. Their organizational philosophies and practices show their continuing commitment to providing superior quality service to the community and the department. They demonstrated that the department is well disciplined, well trained, well organized and well directed. It is the recommendation of the assessment team that the East Brandywine Township Police Department be considered for accreditation. Chief Murphy made the motion to accept the accreditation of the East Brandywine Township Police Department. Chief Zydonik seconded the motion. All agreed.
Chief Adams wanted to note publicly that he, being part of the assessment team, was very impressed with the East Brandywine Township Police Department. He complimented the Chief and his staff on their level of confidence and for having an on-site that went very smoothly.
Chief Kocsi thanked the Commission for inviting him to come before them. He noted this is a great accomplishment for their agency. He said they went through the breakup of a regional department a few years back that really tore the agency apart. He said he is thankful for Officer Yankanich for taking the lead on this and he is very proud. Lieutenant Babetski said that everyone they ran into were all willing to bend over backward to help. He thanked all. Officer Yankanich thanked Chief Kocsi and Lieutenant Babetski for trusting him in this process and said it is very encouraging.
Chairman Kelly congratulated them on their accomplishment.
Assessor Committee – In the absence of a Committee Chairman, Dick Hammon reported that there was nothing new to report.
Standards
Committee – Chief King reported that the Standards
Committee met on October 4, 2016. He gave an overview of the
proposed changes. Regarding standard 4.4.1 (a), Chief Murphy asked
if it will be required to have a copy of the local rule and the
answer is, yes. These changes will be sent out and voted on at the
next Commission meeting. Chief W. Daly made a motion to accept the
Standards Committee report; seconded by Chief Murphy. All agreed.
Administrative Committee – Chief Murphy reported that the Administrative Manual will be reviewed.

Strategic Planning Committee – In the absence of a Committee Chairman, Dick Hammon reported that there was nothing new to report.
Dick Hammon reported that Exeter Township Police Department dropped out of the program.
He reported income in the amount of $15,316.31 from the agreement with PowerDMS is much more than he expected.
There was much discussion regarding the presentation of the accreditation certificates at the PCPA Annual Conference. A motion was made by Chief Cox to (1) invite all initial accredited agencies to come to the Commission meeting to receive their certificate; (2) be recognized at the PCPA Annual Conference; and (3) offer to have a representative from PLEAC visit the agency receiving their certificate. This will be forwarded to the PCPA Executive Board. The motion was seconded by Chief Zydonik. All agreed.

Business
The PCPA website needs to be updated with current
photos of Commission members.
The
next Commission meeting will be held on Tuesday, January 31, 2017 at
10:30 a.m. Location to be determined.
Adjournment
At 12:31 p.m. a motion was made by Chief W. Daly to adjourn; seconded by Chief MacPherson. All agreed.
