Job Purpose:

Lead multi-agency public health work focusing on health protection priorities to ensure local authority and partners are supporting preventive actions to protect the health of the population.


The post will primarily be responsible for ensuring local health protection priorities are addressed in a systematic and cohesive way, through gaining assurance from key stakeholders, mobilising council departments to address health protection priorities, ensuring inequalities in health are addressed and working in partnership to develop programmes of work. The post holder will also provide support to Clinical Commissioning Groups as part of the Public Health Memorandum of Understanding.


This post will be a member of the Leeds City Council Public Health, Health Protection Team and have lead responsibility for Communicable Diseases and Infection Prevention and Control for the Local Authority, through gaining assurance from key stakeholders, commissioning services and leading public health development programmes. The post holder will provide specialist advice, support and training to ensure a safe environment for patients, staff and visitors and services across Leeds.


The post holder will lead the development and implementation of health protection programmes addressing infection control to improve health and reduce inequalities. The role will lead Public Health programmes targeting high risk groups through:


  1. Project management and evaluation of public health/health protection work programmes

  2. Facilitation of multi-agency working to achieve public health outcomes

  3. Public Health input to the commissioning of health and health protection services.

  4. Performance and contract management of public health contracts

  5. Enabling public involvement in planning, development, implementation and evaluation of public health improvement activities

  6. Building public health capacity and capability within local communities, third sector and the Local Authority and NHS workforce

  7. Supervise and manage public health staff as appropriate


Contribute and advise on the development and implementation of specialist communicable diseases and local infection prevention/ health protection programmes ensuring the implementation of Public Health policies, strategies and work programmes which includes developing and maintaining public health information and support structures.

Registered General Nurse with active NMC Registration or Allied Health Professional registration relevant to the role.

Evidence of continuous professional development.

Degree in related field.

Knowledge of project and programme management.

Engaged in CPD and reflective practice.

Knowledge of leadership and management theory.

Understanding of the nature of outbreaks and incidents and how they are managed.

Knowledge of the impact of incidents and outbreaks on other health and wellbeing programmes and services.

Understanding of the principles of transmission modes, latency, incubation period, exposure, and herd and individual immunity.

Understanding of the principles of primary, secondary and tertiary prevention programmes as they relate to major communicable and non-communicable diseases due to infectious and environmental hazards.

Knowledge of the nature, causes and occurrence of major communicable and

non-communicable diseases due to infectious and non-infectious environmental hazards.

Knowledge of the methods employed in assessing, investigating and communicating risks to health and wellbeing, including long-term exposure to non-infectious environmental hazards.

Understanding of the principles of, and roles and responsibilities in, emergency planning and managing environmental, chemical and radiological incidents.

Knowledge of multi-agency partnership working.

Knowledge and understanding of health inequalities.

Knowledge of public policy and political awareness.

Knowledge of the current strategic landscape public health operates within.

Knowledge of key strategic priorities of public health/health protection priorities with Leeds.
