2010 ANNUAL REPORT SUMMARY
The Kiel Police Department’s 2010 Annual Report has been submitted to the Kiel City Council for their review. This report is considered “public record” and anyone interested in reading the report can do so at the police department during regular business hours (Mon-Fri). Our annual report contains information related to the Kiel Police Department’s (KPD) operations in 2010 including information about the department’s staff, equipment and public relations, but also statistical data with charts, graphs, and summaries. The statistical includes comparative statistical data from previous years.
The following is a brief summary of some of the statistical data contained within the report;
CALLS FOR SERVICE / INCIDENTS
Our police department handled 1,937 calls for service / reported incidents in 2010 (5-yr Average is 1,951 per year)
Our calls/incidents are tracked as either “priority” or “Non-priority” dependant on how the call is dispatched
Over 1,200 of those calls/incidents were designated “priority” incidents (reporting crimes, accidents, EMS, etc)
In 2010, Wednesdays and Fridays were the “busiest” days of the week for our police department.
ARRESTS
K.P.D. made 409 arrests in 2010. Although an increase over 2009, this total is below the 5-year average (458)
The total number of arrests averages out to over 48 arrests per officer per year (based upon Full-time equivalent)
Those arrests resulted in the referral to court on 461 counts. (Note - A single “arrest” can result in multiple “counts”)
Drug related arrests made by the K.P.D. increased by 76% over 2009’s totals and twice the 5 year average (30)
60 people were arrested by the K.P.D. for drug related crimes resulting in 76 criminal counts compared to 34 arrests in 2009 and 20 arrests in 2008 for drug related offenses.
CITATIONS AND WARNINGS
KPD issued 698 citations and 755 written warnings in 2010.
Average speeding citation issued to drivers was for motorists driving 17 mph over the posted speed limit.
Average reported Blood Alcohol Content for drivers arrested for Operating While Intoxicated was 0.18 which is more than double the BAC legal limit of 0.08 in the State of Wisconsin
Over 52% of our contacts (traffic or otherwise) result in the offender receiving a written warning in lieu of a citation. This clearly shows a pattern of fair and balanced enforcement while still achieving compliance.
Reducing accidents and increasing safety is our main goal when conducting traffic enforcement
MOTOR VEHICLE ACCIDENTS:
In 2010 our police department investigated a total of 111 motor vehicle accidents (91 were reported in 2009)
10 accidents involved a reported injury, 31 were reported as “hit & run”. There were no fatal accidents in the city.
MISCELLANEOUS DATA
In 2010, K.P.D. officers logged over 74,000 miles on patrol which is an average of over 49 miles patrolled per shift
During the over 480 hours of foot patrol, our police department discovered 82 “open doors” at businesses
Our police officers assisted the Kiel Ambulance service on 168 of their EMS Calls
