TELECONFERENCE MINUTES
Chairman Intro – Aims for this meeting
Doug Miller stated the following aims:
Progress toward right task group personnel (right size, wide representation, high level expertise)
Strengthen the coordination between API, ACI and NFPA
1st airing of the issues
Prepare for a 2nd meeting which will cover many of same issues in more depth.

Mandate to date is to:
Investigate the Need
Develop a Plan
Discussion on Industry Needs
What does industry need from API LT&C tank standard?
Following are some of the comments made:
Recognition of single/double/full containment
(i.e. get the big picture right)
Retention of the detailed rules of API 620/R/Q.
(i.e. we already have the fine strokes right for the most part)
Harmonize API standards with ACI 376 and NFPA59A
Who (what industries) needs it?
Following are some of the comments made:
LNG is a very strong need,
also ethylene, ammonia, and LPG.
When do we need document done?
Broad agreement that this work is important and should be done quickly
A 24 month duration was discussed but it greatly depends on scope of activity.
For reference, Neven Krstulovic said ACI 376 should go to TAC in late 2007. To public sometime in 2008
Documenting/Reporting needs to SCAST/CRE/Others:
Numbers of upcoming LT&C tanks (especially for North America), their proposed containment, and their proposed std should be noted in report to CRE at F06. CB&I will make a first draft list.
Relationship between American LT&C Standards and Organization of API LT&C Standards
Doug Miller distributed alternative diagrams A, B, C, and D relating NFPA, ACI, API stds prior to teleconference.
Initial discussion of the merits of A, B, C, and D during the teleconference.
Doug Miller agreed to draft/distribute a summary of the pros and cons of each.
All will review and suggest additions or changes to the pros/con list.
Hope to reach some consensus on recommended structure at Oct 5 meeting.
It was noted that we need to keep in mind that NFPA59A only addresses LNG while API 620 and any new API refrigerated tank standard is expected to address range of products.
Planning for Coordination between API, ACI, NFPA and other committees
Copy all 3 chairmen with minutes of all groups meetings
It was suggested that we establish individuals to be members of two committees to aid coordination. This is to be discussed further between chairmen.
Initial Discussion of Scope of New Coverage
Description of Types of Tanks (i.e. containments) (must be handled in some detail in at least one of the standards)
Two levels of EQ? Already being worked by Steve Meier (TIC) for API.
Exterior loads like blast? This is subject where is high level tank standard would be helpful. API standards must say something about it for the case of steel/steel tanks.
Thermal Corner Protection? This seems to belong in ACI 376
Concrete Wall Liner Should be handled in ACI 376
Specialized Internals like Pump Tubes? Maybe reference design to ASME B31.3. Noted that NFPA59A addresses pump tubes, but what about products other than LNG.
Insulation Would work well in API “RT”
Commissioning Noted that this scope should not be any more than hydrotest, dry, purge, cooldown.
Steps to Write the Standard
Doug Miller reviewed the following conceptual plan:
Get the needed TG membership
Agree on Macro-organization of document
Agree on Scope issues
Outline new document
Outline the changes to existing API 620
Discuss our plans with NFPA and ACI
Draft Proposed Charter for this Task Group
Pass above recommended approach at CRE (or other)

Establish process for distributing, reviewing, revising, passing sections within/out TG
Produce section drafts
Execute TG review process
Coordination with rest of SCAST
Coordination with other industry groups
Reach TG approved complete draft
Ballot and approval in SCAST
Task Group Membership and Structure
Chairman asked those present to review their ability to commit significant time to TG
Chairman expressed desire for an active TG membership of something like a dozen people all of whom would accept some travel and writing assignments.
Some full-day face-to-face meetings outside of normal Spring/Fall Refining Mtgs are expected
We need to make sure we have solid subject matter expertise on the TG
No better spot has been identified for this TG than under SCAST
Discussed TG name. Perhaps a better TG name would be Liquified Gas Storage rather than Refrigerated Tank Containment. The “containment” will be mainly by ACI 376, so the TG name should not confuse this even though restructuring API stds to address containment is the main emphasis. Decide at next meeting.
Next Meeting
Next meeting will be face to face on Oct 5, 2006 at CB&I offices in Plainfield IL (Chicago area). Details to follow. Intention will be to create some recommendations on organization and plan for TG at 10/5 meeting. Recommendations will be presented to API’s Committee on Refining Equipment at F06 meeting Nov 1, 2006. TG will also meet at F06 meeting on Oct 30
