Workshop on ICT Access and Usage in Government
Recommendations Summary



Based on papers and presentations delivered during the 1st GCC eGov conference, 21-23 December 2009, here is the summary of contributions from experts and participants in accordance with recommendations that will institutionalize joint action to move towards successful implementation and effectiveness of eGovernment programs in the Arab Countries of the Gulf Cooperation Council (GCC), thereby improving their international ranking.

Driven by the important role of education and training in forming the human capital of increasing value to migrate efficiently into knowledge society;

And, realizing that eGovernment is not a mere technical or technological transformation, but a continuous process that requires changing the functional perspective, organizational structures and their horizontal and vertical linkages; and,

And believing that modern technology provides ways and means to empower people of different needs to enjoy their rights and become active individuals in their societies,

The Conference recommends the following:

First: Exchange of Expertise and Best Practices

  1. Work out frameworks at different levels and in several fields in order to exchange regional experiences and learn from best practices, for example: organizing similar conferences, conducting specialized workshops, hosting periodic GCC eGovernment awards, and developing models based on success stories.

  2. Set up a special section for eGovernment on the official site of the GCC Secretariat, to reinforce joint actions, such as:

    1. Documenting the proceedings and recommendations of subsequent GCC conferences and accompanying activities.

    2. Establishing a database of joint projects.

    3. Delivering common services.

    4. Inserting relevant links to GCC eGovernment portals.

    5. Developing a forum for professionals engaged in the construction and implementation of GCC eGovernment portals.

  3. Enhance cooperation levels between GCC countries to study international indicators relevant to eGovernment, work on improving GCC country rankings according to these indicators, and research the possibility of developing a single Gulf-based indicator.

  4. Place GCC eGovernment authorities and programs on the map vis-à-vis international development in various knowledge spheres with a special focus on ICT through:

    1. Aligning GCC action to the recommendations and programs of the World Information Summit.

    2. Studying international success stories to extract lessons.

    3. Share GCC success stories.

Second: Formation of Infrastructure and Delivery of Required Services

  1. Work on taking all necessary measures and developing legislation to ensure the inclusion and integration of ICT into the functions and processes of the Public, Private and Civil Society organizations, and to take into consideration all strategic design and development action plans.

  2. Develop appropriate incentives for the Public, Private and Civil Society organizations to encourage them to benefit from eGovernment services, with a gradual decrease in other service channels (such as queuing up at service bureaus, post offices, etc.)

  3. Employ new technologies to involve different social groups and strata, especially persons with disabilities, to be included in the users’ group benefiting from eGovernment services to ensure inclusivity of such services and efficient use in order to realize its benefits, and by extension its societal presence.

  4. Involve the government as a whole in the design and implementation of eGovernment services, with the adoption of the individual and business life-cycle approaches to develop and deliver eGovernment services.

Third: Capacity Building in ICT from a Societal Perspective

  1. Bolster investment in human Capital working in fields related to digital society, particularly in eGovernment services, new technologies, eContent, etc., through partnerships with higher education institutions.

  2. Equip users – both institutions and individuals – in Public, Private and Civil Society organizations with the necessary and required skills to fulfil their integration into the digital society.

  3. Support and encourage innovation, taking into consideration Intellectual Property Rights, through specialized and focused projects such as supporting Arab eContent, employing new technologies in developing social web media and engines, etc.

  4. Encourage companies to utilize trained citizens when implementing eGovernment projects and programs.

Fourth: The Impact of ICT on Economic Development

  1. Encourage cooperation with research centers and universities in the GCC to support (Research & Development) R&D to achieve for example:

    1. Establishing strategic linkages between eGovernment projects and economic development.

    2. Developing open source applications / software.

    3. Creating indicators to measure IT sector contributions to the GDP and its extension to economic development.

  2. Take necessary measures to ensure the efficacy of eGovernment services in investment promotion and economic development that has direct impact on the quality of life and livelihood of individuals, and in turn society.

  3. Build active and effective partnerships with societal groups and strata and economic sectors and clusters to speed up the migration to digital society and to emphasize joint ownership, which will have a positive impact on the economic situation and facilitate setting up new businesses and attract investment.

  4. Encourage the establishment of incubators for Small and Medium Enterprises in the IT field.


Fifth: Migration from eGovernment to (Integrated) iGovernment (Connected eGovernment)



  1. Examine the establishment of institutions or sectors, as the case may be, to activate coordination among government agencies within the one country and to speed up the implementation of eGovernment programmes and projects.

  2. Adopt international best practices to achieve connected (integrated) eGovernment (iGovernment).

  3. Choose programs of common nature and interest to the GCC countries to be taken as pilot projects for the implementation of connected (integrated) eGovernment with the context of joint action for the GCC countries.

  4. Establish comprehensive networks of community service centers, especially in underprivileged areas, in order for individuals to benefit from eGovernment services.
