Apologies were received and accepted from Councillors Cartwright and Shepperdson.
Members were invited to declare any disclosable pecuniary (financial) and other interests in respect of items on the agenda as required by Portishead Town Council’s Code of Conduct, Standing Orders, and the Localism Act 2011. There were no declarations of interests received.
Robbie Locke of Optimis-Consulting was joined by Chris James, Architects Carless & Adams to give an overview of a proposed scheme to the west of Conference Avenue for a four-storey residential care home. A brief history of the site was given and the existing planning permission for the site was discussed. Minimalistic layout and design plans were shared visually. Concern was immediately expressed in terms of the height of the building, lack in parking provisions (49 proposed), staffing levels (13 proposed) and if there was an actual need for this facility in the town given that other similar facilities are not full, including a new build (Marina Gardens) within the town that remains empty. A Needs Assessment has been commissioned by Optimis-Consulting and this will be available early 2021 and form part of the planning application when it is submitted.
Councillor Mason agreed to represent the Town Council on the webinar being run by Optimis-Consulting on Monday 7th December 2020, which is open to members of the public. Any further questions should be emailed to Councillor Mason. She thanked both Robbie Locke and Chris James for their presentation and for taking questions.
The Minutes of the 4th November 2020 were accepted and confirmed as a true record.
Advertising consent for 2no internally illuminated fascia signs and 1 non-illuminated sign to the side over roller shutter
Objects as there were no details other than the application saying that it is a restaurant, and the Town Council is being asked to consider signage without any specific wording.
Proposed erection of a first-floor side extension with front dormer and balcony with glass balustrade

Objects as the new balcony at the front will overshadow and overlook the neighbour at number 265 and the balcony should have obscured glass.

No objection subject to compliance with North Somerset Council’s parking standards and that the tree on the site with a tree preservation order is taken into consideration.
Two storey and single storey rear extension, loft conversion, enlargement of garage and raising of side eaves height of existing detached dwelling.
There were three online objections to consider. Amended plans were available online showing changes to the rear windows on the first floor and the loft. There is an additional roof light.

There were three online objections to consider relating to loss of light and privacy on neighbouring properties. A discussion took place regarding the errors on the Design Access Statement, parking, fire safety risk and the development not complying with building regulations.

Town Council will write to the Case Officer urging them to request that the applicant resubmits their application as it is not easy to understand the proposals with so many mistakes in the Design Access Statement. In the interim the following issues have been identified: lack of parking assigned to the development, loss of light and privacy for neighbours, non-compliance with building regulations and extractor flues from food takeaway shops beneath the site will have a detrimental effect on neighbours.
There were no online comments to consider. A discussion took place regarding the Town Council’s objection to the initial application 18/P/4172/FUL.

Confirmation has been received that North Somerset Council are unable to adopt the proposed new steps as they do not own the site and could not take on the maintenance costs. The meeting agreed that the Town Council could investigate ownership via Land Registry.
North Somerset Council confirmed that the parking on pavements did not fall within its jurisdiction and any such situations should immediately be reported to the police for them to investigate. Meanwhile the Town Council had written to the manager of Domino’s pizza urging its staff not to part or drive on/off the pavement for safety reasons.
No update was offered
NSC has secured £473,750 from the Department of Transport to introduce permanent routes for walking and cycling and socially distanced environments.

Following discussion, the meeting felt that it could not add to the comments it had previously submitted and so there would be no comment made to the Planning Inspectorate during the appeal process.
Demolition of existing bungalow and erection of 2no detached dwellings with ancillary works
It was understood that the Architects were afforded the opportunity to attend the meeting to discuss the amended plans that had been submitted. It was not clear if the Town Council will be reconsulted on the amended plans.

A letter will be sent to the relevant North Somerset Council Case Officer with a request for a time extension to consider the amended application at its next meeting on 6th January 2021. Councillor Holland confirmed that she had called the application to North Somerset Council’s Planning committee and would get back in touch with the Case Officer.
Erection of 1no. dwelling
The meeting noted that North Somerset Council had received amended plans to significantly reduce the size of the new dwelling. The garden, amenity area and parking have all increased in size. In North Somerset Council’s opinion, they had negotiated a better scheme for the site and are minded to approve the application without further consulting the town council.
Councillors Gardner and Mason attended North Somerset Council’s briefing on Monday 16th and Friday 20th November, respectively. The questionnaire had been circulated to committee members and agreement could only be reached for four of the six questions. Councillor Holland will email her response to Councillor Mason and if agreement cannot be reached a further working party meeting would be held remotely on Tuesday 8th December 2020 at 4.30pm. The consultation closes on 14th December 2020. The Assistant Clerk will email a Teams meeting invitation.
The meeting took Councillor Slatter up on her offer of taking part in the zoom meeting on 18th December to represent the town council. It further considered a proposed response.
Councillor Slatter takes part in the Ravenswood zoom meeting on 18th December 2020 to represent Portishead Town Council and the council responds to the consultation: Ravenswood School is an important provider of SEND education in North Somerset, including families in Portishead. Currently there are 16 children that travel to the school from Portishead, and the school have, this school year alone, already had 50 consults for only 18 available places, from the whole of North Somerset. Portishead Town Council fully supports the school in its plans to expand the provision.
The meeting understood that this consultation had been received on 25/11/20. It contains proposals to move a step closer to making walking, cycling and other forms of active travel a more natural transport choice for residents and visitors to the area. Draft plans for the next ten years and a questionnaire are available online until 17th December. Some councillors had already completed the questionnaire, but Councillor Bull will draft a response from the council to be circulated to members for consideration and agreement.
