Memorandum


To: All day care home sponsors participating in the Child and Adult Care Food Program(CACFP)

Re: Informal Providers


The purpose of this memorandum is to provide guidelines for day care home sponsors interested in adding informal providers to their sponsorship.


Informal Providers are providers that are enrolled with the Department of Family and Children Services (DFACS) to provide childcare services for children receiving childcare subsidy through the Child and Parent Services Division (CAPS). Informal providers may not care for more than 2 children for pay and may be relatives of the children in care.


DFAC and/or CAPS require providers to meet the following basic requirements prior to being approved to participate as an Informal Provider:

  1. Must be 18 years of age or older

  2. Successful Completion of a Criminal Records Check

  3. Eight hours of Training of CAPS approved Health/Safety Training

  4. Initial Home Inspection from ORS’ childcare licensing section

  5. Face to face interview with DFACS Childcare Worker

  6. Working Fire Extinguisher

  7. Working Smoke Detector


CACFP sponsors interested in adding informal providers to their sponsorship must meet the following criteria:


  1. Meet the United States Department of Agriculture’s (USDA) Performance Standards of financial viability, administrative capability, and program accountability as outlined in 7 C.F.R. § 226.6 (b)(18)(i)

  2. Meet Federal Monitoring Standards and Requirements as outlined in 7 C.F.R. § 226.16 (b) (1)

  3. Have an approved CACFP application and agreement for the current fiscal year with OSR to participate as a CACFP sponsor


CAFCP sponsors who are currently in seriously deficient status are unable to add day care home providers or informal providers to their sponsorship until their seriously deficient status has been rescinded.


CACFP sponsors that are adding informal providers to their sponsorship must complete the following actions as part of the informal provider approval and enrollment process:


  1. Attend Informal Provider Training as required by OSR

  2. Adhere to accurate recruiting practices

  3. Conduct pre-operational monitoring visits

  4. Provide Program training

  5. Complete provider enrollment forms

  6. Enter provider application in CNP 2000

  7. Submit provider application and other enrollment documents to OSR for final approval

  8. Submit a revised management plan to OSR for approval
