Noise and Odour Complaint

Cemex Materials South East Ltd Concrete Batching Plant

Randell’s Road Islington London N1 0DJ


I write to confirm our recent telephone conversation.


Before I address the above matter, I would reiterate my concern to note an individual on your site engaged in a completely unsafe system of work. The man concerned was maintaining a tank to the side of the main hopper at considerable height without safety restraint on a ‘platform’ without guard railing.


The complainant refers to a number of noise matters and a smell arising from the plant and I would appreciate your initial comments with regard to these matters for the 31st March:


1. Noise from lorries arriving early in the morning;


2. Lorries with excessive speed on Randell’s Road


3. Low frequency rumbling noise from the operation of your conveyor belt;


4. Materials movement noise when filling the cement mixing vehicles;


and


5. A chlorine type smell


I am continuing my investigation and I have requested that the complainant returns diary sheets to me recording noise and odour events over the next four weeks.


I did take some noise readings whilst monitoring the site operations immediately prior to my visit and from a preliminary assessment when compared to the background noise level for the area your plant appeared to be raising the noise levels at least 10dB(A). A point where complaints are considered likely for British Standard 4142 Rating industrial noise affecting mixed residential and industrial areas.


I note from our discussion that Cemex works to high operating standards according to strict written procedures which meet the requirements of the Quality Scheme for Ready Mixed Concrete conforming to BS 5750 Part 1 Quality Management Systems. I also note that the company undertakes annual audits of all operational sites to assess environmental aspects of operations raise standards and promote greater environmental awareness. Your company states that the audits assess the operations with reference to planning conditions, authorisation conditions, legislation, recognised good practice and their environmental implications. You also state that the audit is carried out with the RMC Group Environmental Manager who is responsible for the environmental monitoring of the groups developments.


Having considered your companies statements and our discussion, please forward written answers and information in response to the following questions:


1. What are the dates of the last 3 site audits? And what noise or odour pollution matters were highlighted for attention?


2. What environmental noise assessments have taken place for the site in the last 3 years? And what criteria for compliance with your Company Environmental Statement the Environmental Protection Act Part III have been applied?


3. What actions have been identified by 2?


4. What works have taken place in response to 2?


5. Please provide copies of your 3 most recent audit papers and of any audits that have identified environmental concerns relating to noise and/or odour?
