SUMMARY OF THE MASON STATION TANK FARM AND SOUTH PENINSULA


The following remedial activities have taken place between 2004 and 2006 in this area:


  1. Cleaned 3 above ground tanks (134-140 feet in diameter X 40-48 feet in height) and product lines of approximately 9,844 gallons of residual oil and sludge’s. This operation included asbestos abatement on above ground heated # 6 oil and steam lines.


  1. Removed tanks and piping from the site most of which went for metal recycling.


  1. Conducted a detailed site investigation of the area at the request of the Department for petroleum and lead contamination to determine impacts from past activities on soil and ground water. As a result these investigations Mason removed approximately 4400 tons of petroleum contaminated soil from the tank dike areas primarily from the tank 3 dike area. Mason also removed 288 tons of petroleum contaminated soil from the former pump house area near tank 3.


  1. Mason removed approximately 344 tons of lead contaminated soil from the site as a result of site investigations conducted during May 2005 and June 2006 for lead contamination.


Mason met clean up levels set by the Department of 10 ppm for diesel and #2 oil and 100 ppm for # 6 oil at the tank farm. Lead contaminated soil exceeding the Department’s residential level of 375 ppm was removed from the site. Confirmation sampling performed by Mason indicated that the required clean up levels were met in the tank farm area.


In a letter dated June 29, 2006 the Department notified Mason that the tank farm area had been closed to the Departments’ satisfaction and approved Mason’s phase one development proposal.


Mason has completed site work at the former tank farm for residential development. Paved roadways and underground power has been installed and the area has been subdivided into individual residential house lots, at the time of the Departments last site visit Mason had one lot under contract and was in the process of completing a spec home on one of the lots.


Further investigation and removal of the ash lagoons are pending as part of the over all south peninsula area. The Department has reviewed and commented on a proposed work plan. Mason has not executed the plan due the ponds still being used as part of the generator buildings run off system.
