ACCOUNTING MANAGER, ZONE 7


DEFINITION


Under general direction, to plan, organize and personally perform varied, complex and specialized professional accounting and cost accounting which involves the application of advanced principles and practices, including the development of new accounting and cost accounting systems and procedures, and fiscal policies; to direct the work of professional accounting, purchasing, technical and support staff; and to perform related work as assigned.


DISTINGUISHING FEATURES


This is a single class which provides professional accounting support to the Division Manager, Administrative Services. The Accounting Manager manages the fiscal activities of the Agency. As such, this class is responsible for the development and maintenance of Zone 7's complex record keeping and reporting systems, both governmental and enterprise, which include multiple program budgets and funds. The Accounting Manager, Zone 7 is responsible for direction of professional accounting, purchasing, technical and accounting clerical staff. The Accounting Manager, Zone 7 class is distinguished from the Senior Auditor-Accountant, Zone 7 class in that the Accounting Manager has responsibility for the Accounting and Finance Section.


EXAMPLES OF DUTIES


NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.


1. Plans, organizes, supervises and performs varied and complex accounting and financial record-keeping activities related to Zone 7's flood control, water resource management, and water supply and distribution activities.


2. Designs and establishes both manual and computerized accounting systems and procedures, specialized computer reports ledgers, invoices and statements; evaluates, revises and upgrades existing systems, in accordance with generally accepted accounting principles and the agency's needs. Determines training needs of section staff.


3. Directs professional, purchasing and clerical staff in time keeping and payroll input in accordance with labor agreements, employee benefits, employer and employee deductions, tracking and verification of leave balances. Directs the input of time worked by job, activity and job location, for the purpose of job labor costing and cost accounting reports.

4. Interviews and may train accounting finance, and clerical personnel; conducts performance appraisals; makes recommendations for disciplinary actions and commendations.


5. Gathers, analyzes and prepares data for complex periodic reports, as well as for special financial reports and studies, involving the application of advanced principles of cost accounting. Calculates allocation rates and rate tiers, as well as agency-wide indirect overhead rates necessary for cost distribution and billing, in accordance with state and federal guidelines.


  1. Directs the reconciliation of Zone 7 accounting and encumbrance records with the County's general ledger system; directs staff in the internal audit of accounts in all funds and reserves for accuracy and completeness; serves as liaison with County accounting and auditing staff.


7. Oversees staff in maintaining budget control of operations and capital funds through the Agency’s General Ledger and Project or Grant systems.


8. Develops and maintains mechanism to calculate weighted labor rates and directs their application to time worked by operating sections and capital labor by fund and project. Directs the posting of applied labor costs and accrued labor into the general ledger.


9. Directs the accounts receivable process, including aging, accruals, and the billing of water retailers, agricultural and viticulture water users, other county departments, other water agencies, cities, etc. for for inter-fund services, engineering services and encroachment permits. Directs or prepares grant invoicing and other special invoicing.


10. Maintains the Agency’s multi-fund Chart of Account, following guidelines of the State Controller’s Office. Directs maintenance, storage, and retention of fiscal records and financial reports.


MINIMUM QUALIFICATIONS


Either I


The equivalent of two years full-time experience as a Senior Auditor/Accountant, Zone 7 or as an Accountant III or the equivalent of, three years of full time experience as an Accountant II or an Auditor II in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

Education:


Graduation from an accredited college or university, with a bachelor’s degree in accounting or a closely related field.


And

Experience:


The equivalent of six years full-time professional accounting or auditing experience, two years of which shall have involved supervisory responsibility.


NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
