10.1 Photogrammetric Mapping

Work Type Input

Specific information to be supplied for each project will include the following, as required:

  • Project designation, location, limits and match file requirements.

  • Coordinate Datum/Projection/Adjustment.

  • Photo Index, Control Scheme, Contact Prints, Film Diapositives and Digital Images, if applicable.

  • Calibration reports for aerial camera(s).

  • Project Seed Files.

Work Type Definition

Photogrammetric mapping is a methodology by which precision flown aerial photographs, accurate camera and ground control data are combined with digital data capture to produce planimetric, and topographic maps.

This work type includes the following requirements:

  • Evaluation of project control to ensure adequate control is present to produce mapping within the specified accuracy requirements.

  • Production of an aero-triangulation solution that bridges the ground survey and provides control for photogrammetric mapping.

  • Collection of planimetric (cultural) features.

  • Production of a Digital Terrain Model (DTM) that will support Detail Design activities for transportation projects (1’ C.I.).

  • Production of digital Orthophotos (as defined: seamless orthorectified digital raster mosaics).

10.1 Photogrammetric Mapping

Specific Examples of Output

Evaluation Stage:

  • Map content, feature portrayal, format and level placement.

  • Terrain model structure, format and level placement.

Final Submittal Stage:

  • Aero-triangulation solution files, QA-QC data and error residual files.

  • Final camera station positions from least squares adjustment, along with orientation parameters ,,.

  • List of ground control points not used or identified as being suspect.

  • Orthophoto Index.

  • Raster Files of Project Orthophotos (uncompressed).

  • A “File Limits Diagram” showing the limits, boundary and name for each project file.

  • All point marked diapositives utilized as part of the project.

  • All contact prints, annotated with control data, which were utilized as part of the project.

  • Copy of photo index with all control points, used in project, marked on it.

Quality Attributes of Output

  • All work completed shall be in accordance with the Procedural Based Specifications and Performance Based Specifications identified in the contract.

  • Approved map files in Microstation Design File format. Production and delivery of 100% clean, edited digital data in Microstation Design File format is required. See CADD Standards: http://www.dot.state.mn.us/caes/cadd

  • Approved terrain model files in Microstation .DGN Graphics File format. Production and delivery of 100% clean, edited digital data in Microstation .DGN Graphics File format is required.

Levels of Work Type Output

  • Orthophoto Production

  • Aero-triangulation solution production, planimetric feature compilation and/or Digital Terrain Model (DTM) compilation for Mn/DOT transportation projects and Minnesota local units of government projects.

  • Photo Index with all control points used marked.








10.1 Photogrammetric Mapping Minimum Technical Qualifications

Requirements of the Professional Staff

Minimum Number of Staff

  • At least one Civil Engineer, or Land Surveyor, or Photogrammetrist having demonstrated experience in the activities normally associated with the category under consideration.

Professional Certification/

Licensure Past Record & Experience of Firm

All work for this program must be completed under the direct supervision of one of the following:

  • Licensed Professional Civil Engineer

  • Licensed Professional Land Surveyor

  • Certified Photogrammetrist

Qualifying Experience

  • Minimum of five (5) years professional experience in the activities normally associated with the category under consideration.

Requirements of the Firm

Past Record & Experience of Firm

  • Demonstration of satisfactory experience on at least two substantial projects in the last five years in which Qualifying Firm utilized aero-triangulation solution production, planimetric (cultural) feature compilation, Digital Terrain Model compilation and Ortho-photo production for transportation type engineering projects.

  • Demonstration of satisfactory experience on at least two projects in the last five years in which Qualifying Firm utilized aero-triangulation solution production, planimetric (cultural) feature compilation, Digital Terrain Model compilation and Ortho-photo production for county-township-city municipal category projects.

Submittal Requirements

Requirements of Professional Staff

  • Qualifying experience of staff in the category/level of work shall be documented by resumes and personal experience histories of the firm’s principals or key personnel, including education, training and current licenses and/or certifications.

  • Experience of the qualified staff shall be demonstrated by reference to completed projects in the activities for which pre-qualification is desired. Reference shall include a description and period of performance of the project(s), as well as the individual roles and responsibilities on the project(s).

  • Submittal of Aero-triangulation solution files and mapping and DTM files in Microstation Design File format upon request.

Requirements of Firm

  • A signed and notarized form indicating the firm is capable of using Mn/DOT’s Level 2 CADD Standards. The form is located on the Web Site under Overview and Application Information.

Requirements of Firm (con’t.)

Submit the following:

Personnel Profile (Note: All personnel profiles will be categorized by 0-5 yrs., 5-10 yrs., 10-15 yrs, 15-20 yrs and >20 yrs):

  • Full Time Employees (FTE’s) of Company or Photogrammetric Division (categorized).

  • FTE’s in Aero-triangulation (categorized).

  • FTE’s in Compilation (categorized).

  • FTE’s in Edit/ Programming (categorized).

  • FTE’s in Ortho-production (categorized).

Hardware Profile:

  • Number and type of workstations available for A-T.

  • Number and type of workstations available for planimetric & DTM compilation.

  • Number and type of workstations available for Ortho-production.

Software and Production Technique Profile:

  • Detailed description of software and production techniques used to perform and certify Aero-triangulation solutions.

  • Detailed description of software and production techniques used to collect and certify planimetric feature and Digital Terrain Model compilation.

  • Detailed description of software and production techniques used to produce and certify Ortho-photos.

Project Profile: Submit an electronic spreadsheet file (excel compatible) that lists transportation and municipal mapping projects that have been completed within the last 24 months. In addition, include the following information for each project:

  • Project Owner

  • Project Description.

  • Photo Scale.

  • Aero Triangulation model count.

  • Planimetric & DTM Compilation model count.

  • Ortho-photo model count.

  • Total Project Cost.

  • Total Project Duration (months).

Experience of the firm shall be demonstrated by reference to completed projects in the activities for which pre-qualification is desired. Reference shall include a description and period of performance of the project(s), as well as the individual roles and responsibilities on the project(s). (Experience by qualified professional staff may be cited in lieu of experience by the firm.)

Project Documentation

  • Individual and firm project examples, when required, may be submitted electronically (on CD’s) or in hard copy (i.e. reports, plans, etc.).
