J OB DESCRIPTION
JOB TITLE: Head of apprenticeships
REPORTS TO: Director of strategic policy
JOB PURPOSE: To manage activities in relation to trailblazers including apprenticeship standards, assessment plans, funding bands and external quality assurance (EQA). Additionally, to manage or support work relating to other industry skills solutions/standards, national occupational standards (NOS) and apprenticeship frameworks in the devolved nations.
Produce proposals including accurate pricing for trailblazer development and other clients
Manage trailblazer activities from the ‘expression of interest’ to submission of completed standard(s), assessment plan(s) and EQA recommendations to the Department for Education/Institute for Apprenticeships
Plan and undertake consultations with employers and other industry partners selecting the appropriate combination of methodologies
Analyse the results of consultation to ensure actions taken are in the wider interest of the sector and will deliver the best outcome
Write industry/apprenticeship standards, assessment plans and related material that accurately reflects the outcomes of consultations
Facilitate differences in opinions relating to sector skills developments and aim to achieve a consensus
Keep abreast of policy that informs trailblazer developments and other related sector skills solutions and opportunities
Liaise with the submission and funding teams at the Department for Education/Institute for Apprenticeships, and make the case for sector funding bands as required
Input into and oversee the implementation and ongoing delivery of a highly effective EQA system that will help achieve the terms of reference and objectives of the Retail, Hospitality and Travel Apprenticeship Boards
Act as secretariat for the Retail, Hospitality and Travel Apprenticeship Boards
Contribute to the People 1st employer and provider networks both in terms of content and attendance at meetings as required
Help maintain the apprenticeship content on the People 1st website
Manage relationships with clients and all relevant sector/apprenticeship partners
Manage internal staff as necessary
Support projects and matters regarding national occupational standards, co-ordinating with colleagues in the devolved nations as required
Attend external meetings on behalf of People 1st
Identify and share opportunities that will add value to People 1st clients and sector/apprenticeship partners
Report on personal targets as agreed with line manager
KEY PERFORMANCE INDICATORS
Apprenticeship standards and assessment strategies endorsed by employers, approved by Department for Education/Institute for Apprenticeships and in line with agreed targets
EQA delivery is highly regarded following review with apprenticeship assessment organisations and employers
Completion of agreed deliverables on time and in budget
Skills and experience
Essential
Thorough understanding of the government’s apprenticeship policy
Extensive experience of developing and writing national standards/qualification standards
Detailed understanding and experience of designing and implementing assessment strategies, including grading
Experience of external quality assurance systems in design and practise, including process (risk rating), system operations and reporting that withstands public scrutiny
Knowledge and experience of determining methodologies and consultation structures
Experience of researching, collating and analysing data
Experience of developing learning solutions with proven success
Evidence of facilitating result-based consultation groups

Experience of the People 1st industries
Develop highly productive working relationships with colleagues and stakeholders
Effectively communicate complex information in through a variety of communication methods and styles (requires excellent writing skills)
