Girls Basketball Rules


2014-2015

Lee’s Summit Parks and Recreation Department

Girl's Basketball League Rules


The following special rules shall apply to the Lee's Summit Girl's Basketball League. All other rules not listed shall comply with the latest Official Missouri State High School Basketball rules.


I. PLAYING TIME


A. A game shall consist of four (4) 10 minute quarters, except 1st, 2nd and 3rd grade will be four (4) eight-minute quarters. A running clock shall be maintained throughout the entire game and will be stopped only during:


1. Official time-outs

2. Team time-outs

3. The last two (2) minutes of the fourth (4th) quarter, if the score is within eight (8) points (6th & 7th) and ten (10) points (1st, 2nd, 3rd, 4th and 5th).


B. Overtime Periods: (Tie Games)


1. If, at the end of regulation time, a basketball game ends in a tie, there shall be a three (3) minute overtime period.

2. If, at the end of the first overtime period, the score is still tied, a sudden death period will be played with the first team scoring winning the game.

3. There will be a one (1) minute period between overtime periods.


C. Any team not ready to play at their scheduled game time will forfeit that game.


D. Time-outs:


1. Official time-outs will be called to permit substitutions to enter the game.

2. Each team will receive two (2) time-outs per half, one minute per time- out.

3. Each team will receive one (1) time-out during the first overtime period plus any additional time-outs remaining from regulation play.

4. A five (5) minute warm-up period shall precede each game.

5. There will be a one (1) minute period between quarters.

6. There will be a five (5) minute break between halves.


II. PARTICIPATION AND SUBSTITUTIONS


A. Each girl must play two (2) complete quarters per game and sit out one (1) quarter of play, if your team has seven (7) or more girls. A complete quarter being a full ten (10) minutes in one (1) quarter. The only exceptions to the rule are if a girl becomes injured and cannot play, her time will be fulfilled. If a girl fouls out or becomes injured, she must be replaced by an eligible girl. A girl that hasn't sat out an entire quarter may not replace her. If no girls are eligible, the team must play short-handed, unless the opposing coach waives the teams' rights. It is encouraged that all players play all positions.

Substitution allowed only for injury and/or player who fouls out.


B. Each girl must participate in one (1) practice per week to be eligible to play in the game.


C. If a player is physically unable to finish a game or fouls out, she qualifies for having played the required time.


D. The official scorekeeper and opposing coach must be informed at the time a player is removed from a game due to injury or disciplinary reasons.


E. The official scorer and opposing coach (es) must be notified before the start of the game of any players who cannot participate.


F. Any team not adhering to the participation rule stated above may be penalized as follows: (Department discretion)


1. If they are the winning team, they will forfeit the game.

2. If they are the losing team, they will be assessed an additional loss.


G. Please notify the office if a player drops from your team.


III. COACHES RESPONSIBILITIES AND CONDUCT


A. Coaches are responsible for the conduct of their players and team fans. Coaches, players and fans are expected to conduct themselves in a sportsmanlike manner.


B. Violations of this code, as outlined in #1 below, will result in a bench technical foul, two (2) free throws by the opposing team. Such fouls (bench technical), will count against any player, coach or team totals.


  1. Any and all direct or indirect vocal remarks by coaches and/or players or their fans misled at the referee(s) working the game in which such remarks are vocalized will constitute a bench technical foul.

  2. He/she will be suspended for the next scheduled game. This includes coaches, parents or players.



C. Coaches Responsibilities:

1. Coaches must remain seated at all times during the game.

2. Coaches will be responsible for paying for any lost equipment checked out to them during the season.

a. All equipment is to be turned in to the Parks Department within two (2) weeks after the last game of the season.

3. Player ratings must be turned in to the Parks and Recreation Department prior to the last scheduled league game.

4. A coaching representative from each team must attend the one (1) general meetings held during the season.

5. Each head coach must be familiar with the rules of the game.

6. Only the scheduled practices on the practice sheet will be permitted by the Parks and Recreation Department. Please do not request additional time. Each participant can only play in one (1) organized league except an organized Lee's Summit A.A.U. Team.

7. Must complete the NYSCA program to receive coach’s shirts.


IV. ZONE DEFENSE


A. 1st, 2nd, 3rd, 4th and 5th Grade - No zone defense will be allowed. Man to Man only


B. 6th, 7th and 8th Grade - Zone defense is permitted anytime during the second and fourth quarters of a game. No zone defense is allowed during the first and third quarters.


C. Zone Rule:


1. Violation of the zone rule is left to the judgment of the officials.

2. A zone defense will be called on any double-teaming of the player with the ball outside of the free throw lane.

3. A defensive player must attempt to stay within three (3) feet of his man when his man is within the dotted area.

4. A double team will be interpreted as on obvious effort to steal the fall, tie up the man in possession of the ball to force a jump ball or to stop an attempted shot. It will be considered a double team when one or more players are lined up and waiting to assist the defensive man in the event he is beaten by the offensive man. The movement to the offensive man for a double team must be spontaneous with the intent to produce the previous mentioned results. For an offensive man outside the dotted line, the defensive man must set up on the dotted line.

If an official feels a zone is being played, he will blow his whistle and yell, "freeze." He will then show the coach the zone defense and give the coach of the defensive team one (1) warning. The next offenses are bench technical fouls, each resulting in two (2) free throws for the opposing team. Such fouls (bench technicals) will not count against any player, coach or team foul totals.


5. If an offensive team attempts to play one on one with one player while their other four players are aligned in areas obviously away from the basket, the defensive team will not be forced to stay within three (3) feet of their man but may move to protect the basket.

No clear out plays allowed. This does not apply to out of bounds plays.


V. GENERAL RULES


A. Full Court Press


1. 1st, 2nd, 3rd, 4th and 5th grades - A full court press will not be allowed. Defensive players may pick up their men at mid-court line.

2. 6th, 7th and 8th grades - A full court press will not be allowed until the last two (2) minutes of the fourth (4th) quarter or overtime period, by the losing team only.

3. On the first infraction, coaches will be warned. On the second violation, the officials will determine penalty. Penalty will be a team technical foul.


B. Free Throws/Fouls


1. 1st, 2nd and 3rd grades - A ten (10) ft. free throw line.

2. 4th and 5th grades - A twelve (12) ft. free throw line.

3. 6th, 7th and 8th grades - A fifteen (15) ft. free throw line.

4. A player shall raise her hand within three (3) seconds after being called for a foul.

5. A bonus shot will be awarded on a team's seventh (7th) foul. (Seven (7) personal fouls per half.)


C. Inbounds:

1. A five (5) second rule for putting the ball into play will be enforced.

2. The player bringing the ball inbounds must be given a three (3) foot neutral radius zone.

D. The game will be started by a jump ball and the start of an overtime period(s). After that, the teams will alternate possession of the ball, if a tie-up occurs.


E. Player’s Rules: (Official Discretion)

Earrings must be removed or taped to participate. Cannot extend past the ear lobe. Braids must be removed or pinned down so not to fly around in a dangerous manner.


F. Lane Rule:

  1. A five (5) second rule will be enforced for 1st through 5th grade.

  2. A three (3) second rule will be enforced for 6th through 8th grade


G. Height of Goal:

1. 5th grade and above will play on ten (10) foot baskets.

2. 3rd and 4th grade will play on nine (9) foot baskets.

3. 1st and 2nd grade will play on eight (8) foot baskets.


H. Ball Size:

1. 6th grade and above will play with a Women’s size ball (28.5”).

2. 5th grade and below will play with a 27.5” size ball.


The Lee's Summit Parks and Recreation Department nor the School District will be responsible or liable for any injuries to basketball participants.
