Funding Partner Program


The Funding Partners program was initiated in 2004 to allow Rotary Clubs and Districts the opportunity to participate in an area of health research of their choice by funding a PhD research scholarship. Australian Rotary Health makes a financial contribution as well as administers the scholarship.


The Funding Partners program is available to all Rotarians, individual Rotary Clubs, multi-Club partnerships, Rotary Districts and corporations within Australia. In this document, these entities have been referred to as ‘the Club’ or ‘Clubs’.


The Funding Partner program has been a great success. Since the programs commencement, Australian Rotary Health has administered over 200 PhD scholarships in various health areas.



Policy & Procedure

Australian Rotary Health has determined standard procedures and conditions for the Funding Partners program. Due to the success of the Funding Partners program, the Board of Australian Rotary Health has set a limit on available Australian Rotary Health funds for commitment in any year.


Requests for Funding Partners scholarships received after the annual budget has been reached will be allocated priority for the following year’s intake.


Award Process

Funding opportunities made available under the Funding Partners Program will follow the prescribed process once agreement on the Funding Partner offer has been confirmed between the Rotary Club/Australian Rotary Health:


  1. Funding Partner PhD scholarships are advertised internally at Universities, Research Institutes and Research Centres (such as Hospitals) and directly to nominated researchers and those researchers known to have an interest or expertise in the field.


  1. Clubs may direct that this funding be offered within the State in which the Club resides, or Australia-wide.



  1. Clubs may direct that this funding be offered in any health area.


  1. Australian Rotary Health cannot make these offers available to an individual PhD candidate. The Club may have a candidate in mind for the scholarship, but this candidate must apply as normal alongside other candidates.


  1. Funding Partner scholarships are made available to the research community twice per year; first offer in July for research commencing at the start of next year, and also in December/January, for research already started during the new calendar year. This timetable is set to coincide with the best times for release of offers for applicants seeking a PhD candidature.


  1. Applicants receive approximately 8-10 weeks to complete an application. Clubs will receive notification of the applications which have been submitted.


  1. All Funding Partner scholarships are competitively assessed by 3 experts within the Club’s chosen health area, with the highest scoring applicant being offered the scholarship. Therefore, the Club will not be involved in the assessment process. If Australian Rotary Health receives 2 similarly high scoring applicants, though, the Club may select which applicant they prefer.


  1. Australian Rotary Health will send the Club a personal biography and photograph of the successful scholar after the University has confirmed the scholar’s enrolment. Usually this takes around 2-3 weeks from the scholarship offering.


  1. Scholars must provide annual progress reports for review. Continued funding will be based on reasonable progress. The Club will receive a copy of the progress report after a decision has been made.


  1. Applicants are likely to apply for numerous scholarships.  As a result, the top scoring applicant may be offered another scholarship, such as the prestigious Australian Postgraduate Award Scholarship. Should the top scoring applicant be awarded another scholarship, the possibility of offering a top-up scholarship to the applicant will be discussed with the Funding Partner.


Important Information

All funding from Australian Rotary Health must be competitively awarded

Sometimes a Rotary Club may have a particular scholar they wish to support. Under the Funding Partner Program this scholar may apply for the scholarship but may not necessarily be selected as the best applicant. If he/she is not selected as the best applicant, the funding will not be offered to him/her.


The research must be carried out in Australia and the scholar must have Australian citizenship, Australian permanent residency, or New Zealand citizenship

Australian Rotary Health does not support research conducted outside of Australia or whose main research focus/sample populations are international in nature.



The research field or topic must be general

Funding opportunities must be advertised in a generic field. There is capacity to provide some direction to the field of choice. That is, it is possible to fund research (for example) into “Treatment Therapies for Breast Cancer” or “Breast Cancer” in general. However, it is not possible to advertise in a specific field, such as “Breast Cancer research looking at gene X”.


Extending funding on scholarships

PhD scholarships are a maximum 3 ½ year commitment of funds. This is broken down as 3 years scholarship funding + 6 months extension (if required).


Scholar’s Obligations to the Club

The successful applicant is required to accept a number of conditions pertaining to the awarding of the scholarship. Among these conditions is a commitment to speak at Rotary functions at mutually agreed times on aspects of the PhD scholarship. As co-funding partners of the successful project, Australian Rotary Health must be kept informed of any requests to the researcher/scholar to attend Rotary events. Secondly, in all reports, publications, press releases, print, radio and media releases and interviews pertaining to the scholar’s project, full acknowledgement of the support afforded by Australian Rotary Health and the Club must be given. Copies of these will be sent to Australian Rotary Health and the Club.

Our Obligations to the Club

Australian Rotary Health will carry out all administration of the Funding Partner scholarship from the initial offer release to conclusion of the project.


Australian Rotary Health will make every effort to fill the scholarship. This includes, notifying all relevant universities and advertising wherever possible. Please note, that despite our best efforts, the fulfilment of the scholarship is determinant on the research community at the time and scholarships may need to be advertised for multiple rounds before a suitable candidate is found.


Australian Rotary Health will administer the payment of the scholarship in quarterly installments to the scholar’s University. The University will then pay the scholar directly.


Financial Commitment

All monies paid to Australian Rotary Health constitute a DONATION to Australian Rotary Health. All donations to Australian Rotary Health are tax-deductible and cannot be returned. Monies for Funding Partner scholarships may not be contributed retrospectively. All Rotary Club money pertaining to the Funding Partner scholarship is to be administered through Australian Rotary Health.


Funding Partner scholarships are valued at $30,000 p.a., tax-free for up to 3 years. In addition, based on NH&MRC guidelines, a 6-monthly extension can be granted to scholars on request and following reasonable previous progress.


The breakdown of annual contributions to the Funding Partner scholarship is therefore:



TOTAL = $30,000 per annum


The Clubs commitment to a PhD scholarship is therefore $36,000 (minimum) or $42,000 (maximum). Clubs must be prepared to fund the $42,000 if required.


A significant financial contribution of (minimum) $12,000 must be donated by the Club to Australian Rotary Health on appointment of a successful candidate. Alternatively, the full scholarship value of $36,000 may be donated if preferred.


Please note:


  1. In the case of multi-Club Funding Partners projects, the lead Club will be responsible for the collection of all finances for this project.


  1. Your financial contribution is considered a donation and as such cannot be returned in any circumstances. In the event that a PhD scholar withdraws from the program, discontinues the research, or does not apply for an extension, Australian Rotary Health will recommend an appropriate reconciliation of funds, which may include a replacement scholar.


  1. One current PhD scholarship per club is allowed within the funding partner program.
