User impact: 

When user deletes a notification channel that is already used in alert rule it causes many errors on all tabs and all data removed

Go to Integrated Alerting
Create a notification channel
Create an alert rule using this notification channel
Remove the notification channel

We shouldn't allow user to remove channels which are already used

Tested on perconalab/pmm-server-fb:PR-1369-a9fbe60. Fixed in scope of PMM-7226
