Required Documentation for SEAT Pilots



I would like to take this opportunity to review what documentation is required to be provided of a pilot to the SEAT Manager on the initial inspection. The only personal identification documentation that the pilot is required to show you is their Interagency Pilot Qualifications Card.

If the pilot is in possession of a valid and current Interagency Pilot Qualifications Card, this means that the AMD inspectors have already obtained and verified copies of the pilots’ personal information.


It has been brought to my attention that many SEAT Managers are requiring the pilot to provide them with copies of their Drivers License, Medical Certificates, FAA Pilot License, and other personal information for their records. We do not require duplication of any personal identification, especially any document that contains personal information. Requesting and keeping this level of personal information can compromise the individual’s right to protect themselves from identify theft. The government has strict policies on how to store and file Personally Identifiable Information (PII). Most, if not all, SEAT bases do not have the facilities or ability to provide the protection required. (The Department of the Interior’s identity security requirements can be found in OMB circular MO615, and the Office of the Secretary of the Interior’s Security Directive.)


Only the AMD inspector is authorized to request and maintain copies of the pilots Driver License, Medical, or any other private personal information. If the local airport authority requires some identification, for security purposes, the SEMGs responsibility is to coordinate between the vendor pilots and the airport authority. Most vendors already provide a personal identification card with a photo of the pilot, for identification purposes. Any local airport security requirements are a matter between the individual pilot and the airport security authorities.


When “carding” a pilot that is unfamiliar to you, it is acceptable to ask the pilot to show you some form of identification to verify their identity. You should then document this verification, in writing, by making a notation on your standard forms. (A valid driver’s license is the best form of personal identification, but other picture ID is also acceptable for our purposes.) Do not make a copy of the identity document, simply make a note of the verification on the initial inspection sheet.
