Chesterfield Girls Basketball League-Minutes

October 3, 2012


Meeting was called to order at 6:30 p.m.

Roll was taken. Associations in attendance: Alberta Smith, Beulah, Chester, Clover Hill, Gates, Gordon, Hening, Jacobs, Midlothian, Reams, Robious, Salem, Spring Run, Swift Creek, Weaver, Wells, Woodlake Woolridge, Ettrick.


Minutes of the meeting on September 12, 2012 were approved.

Clinic for Voting Representatives

  1. Parks and Recreation Presentation

Paul Wilhm from Chesterfield Parks and Recreation spoke to the voting representatives concerning the use of the gyms and various county policies. A new law became effective on July 1, 2012 that requires all coaches to report signs of abuse or neglect. Gym supervisors are scheduled to arrive at gyms between 5:30 and 5:45, but no later than 6:00. The supervisor’s role is to oversee the gyms; they are not supposed to babysit kids or control parents. No food or drink is allowed in the gyms. Coaches should call the following numbers to report incidents or to report that there is no supervisor at the gym: 748-1130 before 4:00 pm or 748-1624 after 4:00 pm. Coaches should also call one of these numbers if practice is cancelled, especially for early practices. The coach who is responsible for the practice must sign in. The gyms close at 10:00, so coaches should conclude practice no later than 9:50.


There is no smoking on school property, including the courtyards. There is a $250 fine for the first offense, a $500 fine for a second offense. A person who is cited for a third offense will be banned from the property. Parents should not park or sit in no parking zones. Facility rules will be posted on the website.

Associations must submit the following documentation for their teams:

  1. Typed Official Team Roster Forms

  2. Signed CGBL Participation Forms

  3. Signed Code of Conduct Forms

  4. Birth Certificates, if not previously provided

Representatives must submit: (a) 1 package with all four forms, (b) 3 additional copies of their team rosters, and (c) payment for the number of teams times the appropriate amount for each team. Associations should not submit their associations’ individual registration forms.


The team roster forms must distinguish the teams with the association. All coaches on the roster must be certified by the second week of December 2012. All coaches must attend this year’s coaching clinic. Each team must have a minimum of 8 players. The rosters must assign numbers to players, although the rosters can be updated if the numbers change.


Voting representatives must check their rosters to insure that all players are legal. Voting representatives will be held responsible for any illegal players.


Additional forms must be submitted for “exceptional” 12 year old players who want to play at the Junior level. The president will have the final say on whether a player qualifies as “exceptional.”


Coaches must have a typed “exchange roster” with the players listed in numerical order.


IMPORTANT: Teams must submit a spreadsheet with the summary information for each player directly to Bob Kindervater, preferably by December 3, 2012, but no later than the first game. This information will be used to send blast emails to everyone when necessary.


Old Business

Vice-President Bob Kindervater reported that the practice schedule is almost completed. He is trying to allocate the practice times fairly. Practice time will average 1.6 hours per team. Voting representatives should start providing him with an estimate of the number of teams their associations will field as soon as possible, so he can distribute the time accordingly. There may be some extra time available at Ecoff if teams are interested in traveling to Ecoff.


Representatives were reminded that unless players must sign up with their home associations before November 15, they cannot be released. Associations were encouraged to cooperate to facilitate the fielding of teams.
