MISSION

The mission of your POD site is to dispense as many pills or administer as many vaccines to the greatest number of people as safely and efficiently as possible. As the Operations Section Chief you must ensure that the POD can carry out this mission by:

  • Being responsible to the Incident Commander

  • Managing all incident-related operational activities

  • Establishing tactical objectives for each operational period, with the other section chiefs and group/unit leaders establishing their own supporting objectives


UNIFORM

Dress appropriately for the job you are assigned to do and comfortably for the season. A color-coded vest will be issued to you at the Personnel & Volunteer Staging Area (PVSA).


IMMEDIATE ACTIONS

  1. Sign in at the Personnel & Volunteer Staging Area (PVSA).


  1. Receive and put on POD Staff ID badge and vest that identifies you as Operations Section Chief.


  1. Receive your staff packet, which may include:

  • Organizational Chart

  • Job Action Sheet

  • POD Staff Assignment Map


  1. Receive a clipboard and pen, and a hand-held radio.


  1. READ YOUR ENTIRE JOB ACTION SHEET.


  1. Check in with the Incident Commander. Obtain briefing, and clarify authority regarding position assignment.


  1. Sign into WebEOC as WCHD Operations Section Chief.


  1. Print your name on the DOC Organization Chart.


  1. Acquire work materials and set-up own workstation.


  1. Be directly involved in the development of the department IAP (Incident Action Plan) by providing input to the Incident Commander on the development of the Operations Section for the IAP, to include the identification of operational objectives and priorities for each operational period.


  1. Anticipate potential situation changes; develop options for additional staffing as needed, and relief staffing. Provide copies of the IAP to Operations Unit Leaders.


  1. Prepare to assign, activate, brief and supervise WCHD emergency response operations groups as needed which may include:

    • Environmental Group

    • Medical Unit

    • Epi Group

    • Intervention Group

    • Education Group


INTERMEDIATE ACTIONS

  1. Open documentation file for the event. Maintain a chronological (time and date) Activity Log. Accurately document:

  • Time on duty and assignments

  • Major incident or significant events

  • Decisions, actions taken and justification

  • Names and phone numbers of key contacts

  • Requests filled or denied

  • Other important information


  1. Meet with other Section Chiefs to disseminate information and coordinate response efforts.


  1. Establish and implement how each Operations Section, Group, and Unit will support the response based on organizational objectives and priorities as established in the IAP.


  1. Ensure the Operations Section and Group Leaders keep the Planning Section Chief informed of incident intelligence and response operations.


  1. Determine need and request additional resources; coordinate mutual aid of resources to other jurisdictions. Manage the efficient release of tactical resources. Prepare recommendations for release of resources (to be submitted to the Incident Commander).


  1. Report information about special activities, events, and occurrences to the Incident Commander.


DEMOBILIZATION

  1. Ensure that all required forms or reports are completed and turned in to the Incident Commander prior to your release or departure.


  1. Provide input to the After Action Report.


  1. Determine what follow-up to your assignment might be required before you leave; communicate the information to the Incident Commander.


  1. Prior to the end of the operation, prepare and submit a consolidated Operations Section After Action Report to the Incident Commander. The report should include a brief overview of support provided during the operation and recommendations to improve operations in the following format:

  • Item

  • Discussion

  • Recommendation


  1. If applicable, brief your replacement at the end of each operational period.


  1. Sign out.


  1. Give Incident Commander a forwarding phone number where you can be reached.


  1. Deactivate the Operations Chief position and close out logs when authorized by the Incident Commander.
