This document has been created to assist with obtaining the Illinois ESL/Bilingual Approval(s) through coursework completed at National Louis University, including approval courses offered at the Illinois Resource Center (IRC).


TEACHING CERTIFICATE AND ADDITIONAL REQUIREMENTS FOR ENDORSEMENT(S)


The ESL and/or Bilingual endorsement may be added to any of these Illinois teaching certificates:


Type 03


Type 04


Type 09


Type 10


The approval attaches to the primary permanent teaching certificate, therefore, teachers will be able to teach ESL and/or Bilingual in the grades in which he/she is certified.


**The approvals cannot be added to a Type 29 certificate**


COURSE SEQUENCES AND REQUIREMENTS


Students that are not bilingual should not register for CIL 506, as the assignments require students to be proficient in a language other than English.


*All courses are three semester hours each. All sequences are 18 hours each.


*With NLU, students may take the courses in any order, as there are no prerequisites required.


*Students seeking the Bilingual endorsement or ESL and Bilingual endorsement (combined) must also pass the ICTS Language Proficiency Test (details at http://www.isbe.net and test site: http://www.icts.nesinc.com/)


***Note: Students obtaining the bilingual endorsement should take the IPTS test BEFORE applying for the bilingual endorsement (as the state will reject the bilingual approval without the final test score).


***Note: Students must have their permanent teaching certificate registered with the state of Illinois prior to applying for the endorsement.

ESL Endorsement Course Requirements

6 Courses (18 Hours)


Four required courses:

CIL 500 Foundations of ESL and Bilingual Education

CIL 505 Methods and Materials for Teaching English as a Second Language

CIL 510 Assessment of ESL and Bilingual Students

CIL 531 Cross Cultural Education



One of these two courses, to meet the linguistics requirement:

CIL 501 Introduction to Linguistics for TESOL

CIL 512 Reading in a New Language: Linguistic Considerations



One additional course from these approved electives, for a total of six courses:

CIL 501 Introduction to Linguistics for TESOL

CIL 511 Family Literacy Linguistically & Culturally Diverse Students

CIL 512 Reading in a New Language: Linguistic Considerations

CIL 532 Tech. Applications for Linguistically and Culturally Diverse Students

CIL 506 Methods and Materials for Teaching BIL Education (generally taken by dual language speakers)


****Both CIL 501 and CIL 512 meet the state linguistics requirement. If a student takes CIL 512 instead of CIL 501 to fulfill the linguistics requirement, the student must still take another designated and/or approved elective to obtain the 18 semester hours.

*NLU recommends that students interested in the bilingual endorsement obtain the ESL and bilingual combined endorsement, since the required number of courses and hours is equivalent.


**Please note, there is no option for an elective when obtaining both the ESL and Bilingual endorsement.



ELECTIVES


In addition to CIL 501, CIL 511, CIL512, and CIL532, which are offered regularly at NLU, other approved NLU electives are offered through the IRC. Students may consult the IRC website for current elective offerings at: http://www.thecenterweb.org


100 CLINICAL HOURS


The State of Illinois requires 100 clinical/observational hours in addition to the coursework for either or both endorsements.

NLU offers 20 clinical hours for each course taken; as the hours are folded into the NLU coursework and are part of the course requirements. Students are not allowed to waive these hours, regardless of classroom experience


**If attending the Illinois Resource Center, please contact the site at www.thecenterweb.org to inquire about clinical hours offered with each course, as these may differ from the hours provided by NLU. Please note, NLU cannot sign off for clinical hours earned for courses taken at the IRC.








ADMISSION TO NATIONAL LOUIS UNIVERSITY


Students may register as a Non-Degree Seeking student for all 18 of the ESL and/or Bilingual program.

It is not necessary to apply for admission to NLU or to enroll in a degree program to take the ESL/Bilingual approval coursework.

If a student wishes to enroll in the M.Ed. or the C.A.S., (see www.nl.edu/graduate/curriculum_grad.cfm for both program descriptions); it is best to begin the admission process by the fourth ESL and/or Bilingual course.

TEACH GRANT!


For students interested in pursuing the Master’s Degree or the Certificate of Advanced Study please inquire about the TEACH GRANT (only applicable to students enrolled in a degree program, such as a Bachelor’s or Master’s Degree). Qualified students may be awarded up to $4,000.00 per year in the TEACH Grant program.

COURSE OFFERINGS ANTICIPATED SCHEDULE


During the school year, classes usually meet once a week, in the evenings and/or on Saturdays for ten weeks.

Summer classes generally meet twice a week for six weeks in the afternoons, evenings and/or on Saturdays.

Classes are offered at the Wheeling, North Shore, Lisle, Chicago and Elgin campus locations.

REGISTRATION PROCEDURES


First-time Students will register using the registration form (please see link below). Students may register via fax (number on the form) or by sending a scanned copy via email to [email protected] for processing. A confirming email will be sent when registration is processed.


Students can download a registration form or register using an online form found here: http://www.nl.edu/advising/registration/ .

After students have registered for the first class using the registration form, an NLU portal with email access and online registration will be available. Students can access their portal at the following site: http://serverlp1.nl.edu/cp/home/loginf


Students should follow dates and deadlines to avoid paying late fees. Students do not have to be admitted to the university to complete the ESL and/or Bilingual program. Students must be admitted to the university to pursue a Master’s Degree or a Post-Master’s Certificate. Please see section: APPLYING COURSEWORK TOWARDS AN ADVANCED DEGREE that follows below to read about degree offerings.





ESL/BILINGUAL COURSEWORK FROM OTHER INSTITUTIONS


If ESL/Bilingual coursework has been completed at another institution, students do not need to transfer this coursework to National Louis in order to obtain an approval. The state, and not NLU, verifies whether other courses meet state approval requirements. Questions regarding acceptance of this coursework need to be referred to the originating institution or to the State of Illinois. National Louis cannot verify the validity of another university’s coursework.


All ESL/Bilingual classes offered at NLU are at the graduate level. Undergraduate ESL/Bilingual courses taken at another institution are not transferable to an NLU graduate degree program.


Students who have taken approved NLU ESL and/or Bilingual courses through the Illinois Resource Center will receive NLU graduate credit; and this credit will appear on the student’s official NLU transcript.



CLUSTER OPTION


National Louis can bring the approval program(s) to certify teachers in a district if there are at least 15 interested teachers committed to the program. The course sequence is 6 terms in length. APPLYING COURSEWORK TOWARDS AN ADVANCED DEGREE

By taking five additional required courses (14 semester hours) students may obtain a Master of Education degree (M.Ed.) in Curriculum and Instruction with a Concentration in ESL and/or Bilingual Education. NLU also offers a Certificate of Advanced Study, (30 semester hour certificate). The C.A.S. is a program typically taken if a student wishes to pursue coursework after a Master’s Degree is obtained. The C.A.S. requires 3 additional courses, and a 3-semester hour elective, after the 18 hours of ESL and/or Bilingual coursework.


Endorsement coursework from another institution will need to be transferred to NLU in order to apply to the M.Ed. degree, and cannot exceed six semester hours. Only graduate level classes can transfer, and the individual must have earned a grade of B or above. Any courses used to apply to a Masters degree from another institution must be acceptable toward a Masters degree at the respective institution.

ALL Coursework taken toward the master’s degree must take place in a 6-year time frame. This includes any transfer credit, and any ESL/Bilingual courses taken prior to admission. Any coursework that will be outside the 6-year time limit at the time of graduation must be petitioned, and the outcome is not known in advance.


**Please note: Undergraduate courses will not be accepted into the Master’s Degree program.

PROCEDURE FOR OBTAINING THE ESL AND/OR BILINGUAL ENDORSEMENT

National-Louis University ESL/Bilingual Education Program


PLEASE NOTE: REVISONS ARE STILL IN- PROGRESS

AND ADDITIONS WILL BE MADE AVAILABLE AS SOON AS POSSIBLE


  1. Complete 18 semester hours of required coursework for the Illinois ESL and/or Bilingual Endorsement; at NLU, this covers the 100 hour clinical hour requirement. NLU grants 20 clinical hours for each course completed. The endorsement is usable with Illinois Type 03, 04, 09 and 10 teaching certificates ONLY.

Effective January 1, 2012 the endorsement fee will be $50.00.


  1. Request an official transcript from National-Louis University. Students that have taken classes at the Illinois Resource Center do not need to request a transcript from the IRC. The NLU transcript includes courses taken at the IRC. If endorsement coursework is taken from another university, you must request an official transcript from them to submit to the state.



  1. Complete the state endorsement form: Application for Endorsement of Issued Certificate ISBE Form

73-52. This form are available for download from ISBE at http://www.isbe.state.il.us/


  1. Complete all portions of the endorsement form, that are highlighted in blue on the online form.

The Regional Office will use your transcripts to fill in the coursework. If seeking the bilingual approval, please take the foreign language proficiency exam before submitting approval paperwork; otherwise, the application will be returned with a “deficiency.” The Regional Office of Education (ROE) will complete the section for the language exam.
