TERMS OF REFERENCE FOR CONSULTANCY SERVICES FOR

TECHNICAL EXPERT (Project Technical Coordinator)

(PMR-TRII-C4-IC1A)


  1. BACKGROUND


The Government of Turkey has been awarded a grant from the World Bank Partnership for Market Readiness (PMR) trust fund to finance the implementation phase of the Partnership for Market Readiness Project (PMR Project) and intends to apply part of the proceeds to payments for consulting services contract which will be implemented by the Ministry of Environment and Urbanization (MoEU) through the Climate Change Department (CCD).


The core objective of the PMR work in Turkey is to produce robust analytical reports on suitability of carbon pricing to inform decision-making processes in formulation of Turkey’s low carbon development policies. The following reports are produced to ensure the objective is met: (i) an analytical report on the consideration of establishment and operation of an emission trading scheme (ETS) for Turkey; (ii) an analytical report to assess applicability of other carbon pricing mechanism; (iii) a study on modelling potential economic and sectoral impacts of carbon pricing; (iv) a study on developing Turkey’s marginal abatement and cost curves (MACC) in energy sectors; (v) assessment on the risk of carbon leakage and (vi) a synthesis report on the implementation of carbon pricing policies in Turkey.


PMR in Turkey includes extensive stakeholder training, consultation/engagement and public awareness activities, including, inter alia, (i) conferences and workshops supporting the activities; (ii) consultation meetings with stakeholders; and (iii) public awareness activities (media, high level public/private meetings, etc.).


The Closing Date of Grant Agreement for the 1st implementation phase (2014-2018) is December 31, 2018. PMR Turkey is allocated an additional funding at the 17th Partnership Assembly, the decision-making body of the PMR in October 2017, to assist the Turkish government further the work on the deliverables of the 1st implementation phase. The 2nd phase of the project is expected to start in January 2019 and will last until June 2020. Currently, the bureaucratical procedures towards signing a new Grant Agreement continue between the World Bank, Ministry of Treasury and Finance (MoTF) and the MoEU.


Within the framework of the PMR Implementation Phase II, a Technical Expert (Prject Technical Coordinator) will be employed at the General Directorate of Environmental Management of Ministry of Environment and Urbanization (MoEU).

  1. OBJECTIVES


The main objective of the consultant’s services under this TOR is to employ an experienced consultant who will provide services for the coordination and monitoring of the technical activities planned under PMR Turkey Project Phase II, in accordance with the World Bank Procurement and Consultants’ Guidelines and Grant provisions, to the Project Implementation Unit (PIU).


  1. SCOPE OF THE SERVICES


    1. The Consultant shall assume daily coordination and monitoring of the technical activities planned under the PMR Turkey Project Phase II in consistency with the World Bank’s and Ministry’s requirements; PMR Turkey Phase II Grant Agreement and Turkish regulations.

    2. The consultant shall act as a liaison between the Ministry and the World Bank and facilitate the communication.

    3. The consultant will ensure the project activities and project management are delivered in an effective and timely manner. S/he will also provide support to the Project Director (General Directorate for Environmental Management, Head of Climate Change Department) regarding monitoring and evaluation of the project activities.

    4. The consultant shall draft ToRs for consultants and subcontractors for the approval of the Ministry and the World Bank, as appropriate. The consultant should set tasks and deadlines and oversee their performance, coordinates and supports the work of all consulted experts and subcontractors.

    5. The consultant will work in coordination and harmony with the project implementation unit including the project assistant, procurement expert and finance and disbursement expert. S/he will provide support and the required information towards completion of the activities on time and with the expected quality and to ensure that procurements and payments are made timely.

    6. The consultant must ensure effective and timely preparation and implementation of the activities and will foresee all of the technical aspects.

    7. The Consultant will monitor the subcontractors, contracted experts and consultants deliver tasks and services on time and with the expected quality.

    8. The Consultant will represent the Project Implementation Unit during the meetings with the public and private sector and the World Bank; and, in case of request by Ministry, the consultant shall attend PMR Partnership Assembly meetings, workshops and report back to the Ministry.

    9. The Consultant shall develop synergy with the relevant ministries, national and international institutes, other PMR Partner countries, NGOs, donors, and other relevant institutions.

    10. The Consultant shall prepare, compile or coordinate any necessary or requested technical documentation.

    11. The consultant shall periodically report on the progress of the PMR activities. The consultant shall also prepare or coordinate the preparation of any technical, financial and administrative reports required by the Ministry and the World Bank.

    12. The consultant shall ensure the technical aspects of the project are processed, documented and reported in line with the annual audits carried out by the World Bank and the Turkish Government.

    13. The consultant shall perform other relevant tasks given by the Ministry.



  1. REPORTS


The Consultant shall submit monthly progress reports at the end of each month summarizing the monthly project activities, problems encountered in the implementation of the project during the subject month and project activities planned in the next month.


  1. DURATION OF THE SERVICES


The Technical Expert shall be hired on February 2019 for the duration of the 2nd Implementation Phase until June 2020 provided that the Grant Agreement process is complete.

  1. METHODOLOGY


The consultant will be hired on the basis of the World Bank’s Guidelines for Selection and Employment of Consultants (January 2011). The contracted consultant will take a position of the Technical Expert (Project Technical Coordinator) of MoEU PIU under PMR. The contract will be signed between the General Directorate of Environmental Management of MoEU or his designee and the consultant.
