Working Group on Maximum Residue Levels in Tea


Action plans and resolutions


1. The Group considered the agenda with the assistance of agenda note on WG on MRL circulated in the meeting. Both the Co-chairs (Dr T.C. Chaudhuri and Ms K. Donnelly) presented the progress reports and draft action plans on the following activities:

  1. Immediate action plan

  2. Strategy review as agreed in the 19th Session of the IGG on tea held in New Delhi, India, 12-14 May 2010.

2. Also the minutes of the deliberations of the sub group on ‘Strategy Review’ meeting held in Niagara Falls, Canada on 21st September 2010, were considered along with Annex II circulated with the agenda for the Working Group on MRLs meeting, held in Mombasa, Kenya, 18th July 2011.

3. The goal for all the activities of this group is towards harmonization of MRLs in tea.


4. After discussions, the following action plan was agreed.


  1. The group considered the progress reports, as reported by the co-chairs, and agreed on the following activities to achieve the objective and goals of this working group.

  1. To continue to generate pesticide residue data for fixation of MRLs in tea and make submissions to CODEX

  2. To identify compounds for future field trials

  3. To continue field trials on priority compounds

  4. To develop IPM for tea in the member countries.


B. To develop action plans for each of the four goals outlined in Annex II.

(i) Develop and implement IPM strategies

(ii) Continue making MRL submissions in consuming / producing countries and JMPR

(iii) To develop a programme for replacement of old / banned compounds, discouraging sudden withdrawal of approval of chemicals without alternatives being in place.

  1. To develop priority list of pesticides based on sustainability, affordability and safety

  2. To give advance notice of changes in authorisation affecting chemicals in use.

  3. To develop an effective communication plan with stakeholders


C. The members of the Working Group agreed to identify one nodal person from each of the member countries to co-operate on the above action plans.
