Main Responsibilities


To be responsible under the direction of the Planned Investment Manager to undertake surveying, contract specification and monitoring for the delivery of the housing capital programme.


To undertake surveys of properties, design solutions to meet tenants’ needs and the Council’s agreed specifications and produce schemes to meet project needs.


Manage contractors on site ensuring that contracts are delivered on time, within budget and to the required quality standards as well as ensuring health and safety requirements are met. This will include resolving any issues and identifying defects and ensuring that there is good customer care.


Duties and Responsibilities:


  1. Carry out stock condition surveys of the councils housing stock and ensure that the data base is accurate and up to date for both condition and energy efficiency.


  1. Estimate costs for works for budgetary purposes. Participate in the procurement and selection of contractors for capital projects. Obtain quotations for smaller projects in accordance with the Councils Contract Standing Orders


  1. Participate in tenants meetings to explain improvement programmes and ensure they have timely information and support. Visit tenants homes to ensure work is done to the required standard and that problems are solved quickly.


  1. Consult with tenants and leaseholders regarding works to their homes. Work with the Planned Investment Manager to ensure formal consultation with leaseholders regarding the works in compliance with legislative requirements.


  1. Undertake surveys for properties to identify extent of works – including any adaptations for disabled access. Produce detailed specifications and drawings for inclusion in tender documents. Undertake regular reviews of specifications to ensure that these are up to date and accurate including modern construction methods.


  1. Identify hazards at survey stage collate health and safety information and ensure this is passed to the contractor (or in-house workforce) and CDM co-ordinator. This will include acting on the Asbestos Management Plan and identifying asbestos containing materials from the asbestos register or ensuring a survey is undertaken.


  1. Liaise with specialist contractors to undertake the removal of asbestos containing materials.

  1. Participate in the development of specifications and procurement of contractors through selective tendering and in accordance with the councils Contract Standing Orders and Financial Regulations


  1. Undertake the contract administration of JCT contracts ensuring the contractor adheres to the terms of the contract. Produce contract documents i.e. variations valuations extensions of time and completion certificates.


  1. Supervise contractors on site ensuring that the contracts are delivered on time, to a good quality and to budget. This will include using formal sign off procedures for work completed.


  1. Financial management of contracts, verifying valuations and invoices to ensure that expenditure and contractors claims are accurate and directly attributable to costs incurred on projects undertaken as part of our capital programme.


  1. Organise site meetings with contractors to monitor progress and resolve any issues.


  1. Work with the contractor to maintain quality standards and identify and remedy any variances.


  1. To be courteous and act in a professional manner when dealing with tenants and the public and to act in a manner appropriate to that of a representative of the Authority and in accordance with the Housing Divisions Customer Charter and Contractors Code of Conduct.


  1. Maintaining a level of responsibility and duty of care towards your own health & safety and that of your colleagues, tenants, contractors and members of the public. To be aware of any risks and dangers and where appropriate inform your manager or take action on your own initiative to reduce that risk. Always work to the safe working practice as outlined in the Health and Safety Policy.


  1. To investigate issues of compensation and insurance claims, preparing necessary reports and settlement claims


  1. To work unsupervised and exhibit responsibility for the completion of tasks, acting on own initiative when faced with minor problems.


  1. Maintain good relations with other members of your team. Work as part of the team contributing to the team in a constructive manner.
